1. Summary

1.1 The following decision is sought:

That the Hampshire Parking Strategy and Standards be adopted as Supplementary Planning Guidance to the Hampshire County Structure Plan 1996-2011 (Review).

2. Reason

2.1 The County Council has published a number of targets for dealing with the increasing problem of traffic congestion, as part of its Local Transport Plan and Road Traffic Reduction Report. The headline target is to halve the rate of forecast traffic growth by the year 2020. Recognising that the availability of car parking has a major influence on travel choice, a revised strategy for car parking, incorporating standards for new developments, has been prepared by the County Council, together with the unitary authorities and each of the Hampshire district councils.

2.2 The new Hampshire Parking Strategy and Standards takes account of current Government guidance and proposed maximum standards of provision that may be reduced in areas where good levels of accessibility to alternative modes of transport are available. The Strategy has been considered and proposed for adoption as Supplementary Planning Guidance to the County Structure Plan (review) by the Environment Policy Review Committee on 17 September 2001. The Strategic Planning Joint Advisory Panel on 8 February 2002 also considered the issues and the report to the Panel is attached. The Panel approved the approach outlined in the Strategy, based on maximum parking standards and the principle of accessibility and recommended that it be adopted by the County Council as Supplementary Planning Guidance.
