AT A MEETING of the BASINGSTOKE ENVIRONMENTAL STRATEGY FOR TRANSPORT MEMBERS PANEL held at the Civic Offices, Basingstoke on 27 February 2002.

15. MINUTES

The Minutes of the meeting held on 14 November 2001 were confirmed as a correct record and signed by the Chairman.

16. PROPOSED INVESTMENT PROGRAMME - UPDATE

The Panel considered the report of the County Surveyor and Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council) (Item 2 in the Minute Book) which outlined the revised investment programme for the Basingstoke Environmental Strategy for Transport area.

The Chairman advised members that the capital programme for 2002/03 as set out in appendix 1 to the report had been agreed at the County Council meeting on 21 February 2002.

RESOLVED:

That the report be noted.

17. PROGRESS REPORT

The Panel considered the report of the County Surveyor and Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council) (Item 3 in the Minute Book) which set out the current position regarding the delivery of the capital programme for the Basingstoke Environmental Strategy for Transport area. The following matters arose (inter alia) in the course of the ensuing discussions:-

    (i) A30 Basingstoke to M3 Junction 7

    The County Surveyor reported that W.S. Atkins were carrying out a feasibility study on the A30 south-west corridor. It was agreed that an informal briefing for Members to discuss the outcome of the study be arranged.

    (ii) A33 Basingstoke to Riseley

    The County Surveyor informed Members that the proposed traffic signal installation for the A33 Reading Road/Crockford Lane/Carpenters Down junctions was likely to take place during 2003/04 and not 2002/03 as originally programmed. This was due to the already difficult nature of the junctions.

    (iii) Whitchurch Improvements

    Members were advised that a public exhibition on the proposed improvements in Whitchurch would be held on 8-19 April 2002. A study on the B3400 corridor had been commissioned.

    (iv) Tadley

    Councillor Allen welcomed the proposals for Tadley and hoped there would be an opportunity for County and Borough Members to further discuss possible schemes.

    RESOLVED:

      1. That the current position on the following corridors be noted:

          (i) A30 Basingstoke to M3 Junction 7;

          (ii) A33 Basingstoke to Riseley;

          (iii) B3400 Basingstoke to Whitchurch; and

          (iv) A340 Basingstoke to Tadley.

      2. That it be a RECOMMENDATION to the Executive Member for Environment

      That approval be given for public consultation on transport proposals for Whitchurch and for Tadley.

18. BUS QUALITY PARTNERSHIP - PROGRESS REPORT

The Panel considered the report of the County Surveyor and Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council) (Item 4 in the Minute Book) which set out proposed initiatives for the Bus Quality Partnership. Officers reported that an infrastructure survey and user surveys were currently underway and that initial meetings at officer level had take place with Stagecoach. It was hoped that a Quality Partnership agreement would be signed by the middle of the year.



RESOLVED:

That the proposed initiatives to be included in the Bus Quality Partnership be noted.

19. PROPOSED TRANSPORT SCHEMES IN RURAL BASINGSTOKE AND DEANE

The Panel considered the report of the County Surveyor and Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council (Item 5 in the Minute Book) which set out proposed transport schemes for the Basingstoke Environmental Strategy for Transport rural area.

The County Surveyor reported that a number of schemes were being devised and that an additional £450,000 had been allocated to rural schemes in the area over the next five years. Members welcomed the report and were particularly pleased to see further progress being made on a Freight Quality Partnership.

RESOLVED:

That the current position regarding transport schemes in rural Basingstoke and Deane be noted.

20. BASINGSTOKE AND DEANE BOROUGH LOCAL PLAN REVIEW - PROGRESS REPORT

The Panel considered the report of the Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council (Item 6 in the Minute Book) which updated Members on the progress made on the Borough Council's Local Plan Review, outlined their approach to the Plan and set out a future timetable.

RESOLVED:

That the current position regarding the Basingstoke and Deane Borough Local Plan Review and the timetable for future work be noted.

21. DECRIMINALISED PARKING ENFORCEMENT

The Panel considered the report of the County Surveyor and Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council (Item 7 in the Minute Book) which outlined the situation regarding the proposed introduction of Decriminalised Parking Enforcement in the Borough. Members welcomed the report.

RESOLVED:

That the current position regarding progress on the implementation of Decriminalised Parking Enforcement within the area administered by Basingstoke and Deane Borough Council be noted.

22. DATE OF NEXT MEETING

RESOLVED:

That the next meeting of the Panel be held at the Civic Offices, Basingstoke at 2.00 p.m. on Wednesday 2 October 2002.
