9 MINUTES

The Minutes of the meeting held on 20 November 2001 (Item 1 in the Minute Book) were confirmed by the Panel as a correct record and signed by the Chairman.

10 CAPITAL PROGRAMME - LOCAL TRANSPORT PLAN, LOCAL TRANSPORT SETTLEMENT AND REVISED CAPITAL PROGRAMMES FOR 2001/02 AND 2002/03 TO 2005/06

The Panel considered the report of the County Surveyor (Item 2 in the Minute Book) updating Members on the Local Transport Plan annual progress report in addition to detailing the Local Transport Settlement for 2002/03 and revisions to the capital programme for 2001/02 and 2002/03 to 2005/06. A full discussion ensued during which Members' detailed questions were answered.

RESOLVED:

That the report be noted.

11 PROGRESS ON CAPITAL PROGRAMME DELIVERY AND OTHER TRANSPORT INITIATIVES

The Panel considered a report of the County Surveyor (Item 3 in the Minute Book) updating Members on progress to date in respect of various projects being developed in the Western Hampshire Transport Strategy area.

In respect of paragraph 2.4, Members expressed their concern at the reluctance by Wilts and Dorset Bus Company to provide passenger data/loadings for use in the Quality Bus Partnership (QBP) Strategy Study.

In respect of paragraph 3 the County Surveyor reported that a number of schools in the Western Hampshire Transport Strategy area were developing school travel plans which was a key element in securing safer routes to schools and to encourage the use of alternative modes of transport.

In respect of paragraph 4, Members expressed the view that parish partnerships were proving to be very valuable.


RESOLVED:

That the report be noted.

12 WESTERN HAMPSHIRE TRANSPORT STRATEGY - PROGRAMME FOR CONSULTATION

The Panel considered a report of the County Surveyor (Item 4 in the Minute Book) which detailed the progress being made on the development of the Western Hampshire Transport Strategy and the proposed timescale for public and stakeholder consultations. It was noted that a report would be brought to the next meeting of the Panel on the outcome of the consultation exercise.

RESOLVED:

    (i) That Members noted the progress on the development of the Western Hampshire Transport Strategy.

    (ii) That it be a RECOMMENDATION to the Executive Member for the Environment that the consultation programme for the Western Hampshire Transport Strategy be approved.

13 DATE, TIME AND VENUE FOR NEXT MEETING

It was confirmed that the next meeting of the Panel would be held on Wednesday, 9 October 2002 at 2.00 p.m. at The Castle, Winchester.
