1. MINUTES
The Minutes of the meeting held on 21 November 2001 (Item 1 in the Minute Book) were agreed and signed as a correct record by the Chairman.
2. REVISED TERMS OF REFERENCE
The Panel considered the report of the Chief Executive (Item 2 in the Minute Book). At the last meeting of the Southampton Area Transportation Strategy Panel the future direction of the Panel was discussed. As a result, revised Terms of Reference were drawn up and the Panel renamed to the South West Hampshire Transportation Panel, as approved by the County Council on 21 February 2002.
RESOLVED:
That the report be noted.
3. PROGRESS REPORT, LOCAL TRANSPORT SETTLEMENT AND REVISED CAPITAL PROGRAMMES FOR 2001/02 AND 2002/03 TO 2005/06
The Panel considered the report of the County Surveyor (Item 3 in the Minute Book) updating Members on progress to date in respect of the Capital Programme. The County Surveyor reported that the focus was now on delivery of the various projects within the Programme which was very important in order to ensure future funding.
RESOLVED:
That the report was noted.
4. STRATEGY PROGRESS AND ISSUES
The Panel considered the report of the County Surveyor (Item 4 in the Minute Book) reviewing the various schemes contained within the 2001/02 programme. Members attention was drawn to paragraph 2.1 of the report, detailing progress and monetary values. In respect of a number of individual schemes, the following was noted:-
Romsey Movement and Access Strategy
The County Surveyor confirmed that the consultation process referred to in paragraph 3.4 of the report gave rise to a clear conclusion. The various options had been considered by Test Valley Borough Council at a meeting on 6 March, the outcome of which was support for a revised version of option 3 to go forward to detailed design stage.
Central Eastleigh Transport Plan
That a progress report would be submitted to a future meeting of the Panel.
Chestnut Avenue Cycleway
At the request of Members, it was agreed that the possibility of linking this cycleway with the Doncaster Drove cycleway would be explored.
Romsey to Nursling (via Lee Lane) Cycleway
That in respect of paragraphs 10.9 and 10.10 of the report, the options listed would be considered at a future meeting of the Panel.
North Baddesley to Rownhams Cycle Scheme
That in respect of paragraph 10.4 of the report, Members fully supported options 1a and 1b being developed to a point of delivery. The County Council's partner consultant W. S. Atkins were working on the progress of this project and future meetings would be held with Test Valley Borough Council to keep them fully updated.
Romsey and Eastleigh Schools Transport Plans
Members reported that to date there had been a lot of demand to take forward School Transport Plans in the Romsey and Eastleigh area, however it was proving difficult to keep pace with that demand given the current level of resources.
Chandlers Ford Railway Station
Following difficulties with the availability of signalling resources, an alternative proposal had been developed by South West Trains and the County Council. A bid had been submitted to the Strategic Rail Authority (SRA) for funding to support the rail service and to top up the station construction costs. A decision was expected during April. Station design and development was now being handled directly by South West Trains and the County Council with Railtrack carrying out the asset protection role in relation to its network. In addition, Railtrack would continue to be responsible for assessing South West Trains timetable proposal and allocation of train paths. A consultant had been employed by South West Trains to provide station design, including more detailed data to support the formal bid for SRA funding and detailed planning permission.
Totton Town Centre
That a further report would be submitted to a future meeting of the Panel.
Decriminalisation of Parking Enforcement
That a further report would be submitted to a future meeting of the Panel.
RESOLVED:
That the position of the schemes within the Capital Programme was supported.
5. STRATEGIC PARK AND RIDE OPPORTUNITIES FOR THE SOUTHAMPTON AREA
The Panel considered the report of the County Surveyor (Item 5 in the Minute Book) updating Members on the findings of a study carried out by Peter Brett Associates on the opportunities for strategic park and ride in the Southampton area.
RESOLVED:
(i) That the report on opportunities for strategic park and ride in the Southampton area be accepted.
(ii) That further investigation of the role of strategic park and ride be taken forward as part of the South Hampshire Study and the outcome reported back to the Panel at the appropriate time.
(iii) That a comprehensive parking review be undertaken to take account of the role of park and ride as part of a wider strategy that deals with transport across the South Hampshire area as a whole.
(iv) That, in addition to the above recommendations, further work be carried
out to take forward the park and ride initiatives identified in the
consultants' report.
6. HEDGE END TRANSPORT STRATEGY
The Panel considered the report of the County Surveyor (Item 6 in the Minute Book) updating Members on the Hedge End Transport Strategy. In particular, Members attention was drawn to paragraph 4.3 of the report which listed a number of projects that had been identified for implementation as soon as possible, with the remaining projects being taken forward to preliminary or feasibility design stage in due course. A further report would be submitted to the next meeting of the Panel.
RESOLVED:
That it be a RECOMMENDATION to the Executive Member for Environment that the packaging of schemes and the way forward, as detailed in the report, be approved.
7. HAMBLE AREA TRANSPORTATION STRATEGY - REPORT ON PUBLIC CONSULTATION
The Panel considered the report of the County Surveyor (Item 7 in the Minute Book) detailing progress in developing a transport strategy for the Hamble Peninsula and surrounding area.
RESOLVED:
(i) That it be a RECOMMENDATION to the Executive Member for Environment that a draft strategy document be developed.
(ii) That officers bring forward to detailed design the Portsmouth
Road/Hamble Lane junction improvement scheme.
8. LOCAL PLAN REVIEWS - PROGRESS REPORT
That the Panel considered the joint report of the Director of Environment Services, New Forest District Council, Head of Planning, Test Valley Borough Council and Head of Planning, Eastleigh Borough Council (Item 8 in the Minute Book) summarising the current position of their Local Plan Reviews. A full discussion ensued during which Members questions were answered.
RESOLVED:
That the current status of the Local Plan Reviews be noted.
9. SOUTH WEST HAMPSHIRE TRANSPORT STRATEGY MONITORING 2001
The Panel considered the report of the County Surveyor (Item 9 in the Minute Book) updating Members on the transport monitoring conducted last year for the South West Hampshire Transportation strategy the purposes of monitoring the Road Traffic Reduction Act and Local Transport Plan. The County Surveyor reported that the monitoring would constitute a significant contribution to the Annual Progress Report that would be submitted to the Government in August.
10. DATE OF NEXT MEETING
The next meeting of the Panel would be held on Thursday 17 October 2002 at 10.00am at the Castle, Winchester.
In respect of the South Coast Corridor Multi-Modal Study, a newsletter was distributed to Members for information entitled Transport Solutions for the South Coast. The County Surveyor reported that South Hampshire had been designated as a Local Action Plan area which would have strategic implications.
