AT A MEETING of the YOUTH PANEL held at The Capricorn Youth Club, Connaught School, Aldershot on Monday 11 March 2002.

10. MINUTES
The Minutes of the meeting held on Tuesday 27 November 2001 were signed by the Chairman as a correct record.
11. CHAIRMAN'S STATEMENT
The Chairman was pleased to report that the Youth Service had been awarded £80,000 under P.S.A. (Public Sector Agreements) for expenditure in the Gosport area. A further £180,000 had also been obtained under the Disability Discrimination Act for works to premises throughout Hampshire. The Chairman also advised that an allocation of £400,000 had been identified under the TRANSFORM fund:- Transforming Youth Work.
12. COUNTY YOUTH OFFICER'S REPORT
The Panel considered a report of the County Education Officer (Item 3 in the Minute Book) summarising recent developments in the County Youth Service and updating Members on current issues including: 10 to 13 Initiatives in Hampshire; County Youth Council; Best Value and Grant Aid.
RESOLVED:
(i) That the current developments in the Youth Service be welcomed and noted.
(ii) That the re-launch of the County Youth Council be supported by the Authority and the County Youth Officer explore practical arrangements for more fully developing the involvement of the County Youth Council in the County Council's consultation processes.
13. COUNTY YOUTH SERVICE USER SURVEY 2001
The Panel considered a report of the County Education Officer (Item 4 in the Minute Book) summarising the main findings of the 2001 County Youth Service User Survey under three major headings: the Needs of Young People; The Quality of Youth Service Provision; The Quality of other Local Services.
RESOLVED:
(i) That the high level of satisfaction indicated by young people in the 2001 Youth Service user survey, be welcomed.
(ii) That the results of the survey be used by the County Youth Service, the Connexions Partnership and by the Joint Services for Youth Best Value Review Team, to help plan improvements to the services offered to young people in Hampshire.
14. THE COUNTY ACTION PLAN 2002-2003
The Panel considered a report of the County Education Officer (Item 5 in the Minute Book) detailing the proposed plan for 2002/03 and recommending that the Executive Member for Education approve the plan.
RESOLVED:
That it be a RECOMMENDATION to the Executive Member for Education:
(i) That the Youth Service County Action Plan for 2002-2003 be approved.
(ii) That the County Youth Officer be asked to provide an interim evaluation report to the Panel meeting in November 2002.
15. YOUTH SERVICE WORK IN RUSHMOOR
The Panel considered a report of the County Education Officer (Item 6 in the Minute Book) detailing Youth Service work in the Rushmoor District, including references to significant achievements and key issues.
RESOLVED:
(i) That the current developments in Youth work in Rushmoor be welcomed.
(ii) That the development of the One Stop shop in Aldershot and Cyber Café in Farnborough be supported.
16. CONNEXIONS
The Panel considered a report of the County Education Officer (Item 7 in the Minute Book) summarising the key points of the Government Department for Education and Skills (DfES) publication "Transforming Youth Work" and the issues arising for the Hampshire County Youth Service.
RESOLVED:
(i) That the potential role and contribution the Hampshire County Youth Service can make to the Connexions Service be noted.
(ii) That the Connexions Partnership and the Youth Service agree a process of joint planning, which identifies the role of the Youth Service in the support of 13-19s in the overall Connexions Strategy.
(iii) That the potential impact of Connexions priorities may have on existing youth work be noted.
17. PROJECT DEVELOPMENT GRANTS 2001/02
The Panel considered a report of the County Education Officer (Item 8 in the Minute Book) summarising project development grants applications received since the last meeting and recommending to the Executive Member for Education allocations totalling £14,500.
RESOLVED:
That it be a RECOMMENDATION to the Executive Member for Education:
(i) That the grant allocations as set out in the Appendix to the report and summarised below, totalling £14,500 be approved;
(ii) That the remaining £21,765 be allocated to the planned building improvements at Totton Youth Centre.

18. REVENUE GRANTS 2002/03
The Panel considered a report of the County Education Officer (Item 9 in the Minute Book) recommending to the Executive Member for Education the allocation of revenue grants to various voluntary organisations and outside bodies totalling £126,200.
RESOLVED:
That it be a RECOMMENDATION to the Executive Member for Education:
(i) That the grant allocations as set out in the appendix to the report and summarised below, totalling £126,200 be approved.
(ii) That the balance of the Annual Revenue Grants of £69,400 be added to the project development grants for further allocation by the Panel.
