The County Action Plan is designed to assist staff to focus on Youth Service priorities for the year from April 2002 to March 2003. The plan builds on and expands the targets in the Youth Service Strategic Development Plan 2000 - 2003.
The Action Plan features the priority work of the Youth Service and provides the framework to support youth work, which the Service delivers, through a wide range of projects in Hampshire. The Plan addresses many of the key aims of the County Council Corporate Strategy. The Youth Service makes a significant contribution to the work of the Education Department.
There will be five major themes for Youth Service work this year:
· contributing to the interdepartmental Best Value Review of services for young people
· improving quality systems and approaches within the Service in line with the new Ofsted criteria
· consolidation of district teams to develop and extend work with young people
· continuing the process of staff development to support the Investors In People initiative
· contributing to and supporting the Connexions pilot projects along with plans for full implementation
This plan sets the agenda for all county wide Youth Service staff and focuses work in districts and projects. All districts and projects have action plans for their work, based on the Strategic Plan for 2000 - 2003.

Hampshire County Youth Service
Mission
The County Youth Service manages, supports and promotes effective youth work throughout Hampshire.
To establish opportunities which are challenging, supportive exciting and fun for young people, enabling them to learn, develop and respond to needs and opportunities.
The Youth Service:
· creates opportunities to encourage young people to achieve their potential as empowered individuals and members of groups and communities
· supports young people during the transition to adulthood
· provides learning opportunities, which challenge young people to respond critically and creatively to their everyday experiences and to the wider world around them
· promotes the influence of young people, their involvement in decision making and active citizenship.
The Youth Service is committed to establishing opportunities for young people which are:
· educative: gaining skills, attitudes and knowledge which enable them to exercise their rights and responsibilities in their local community and in society at large
· rooted in the principles and practices of equality of opportunity: recognising difference, challenging oppression and promoting a culture which celebrates diversity
· voluntary and participative: establishing developmental relationships based on partnership, rooted in learning, enabling young people to influence decisions which affect themselves and the wider community
· empowering: supporting young people to understand and act on personal, social and political issues which affect their lives and those in the wider community.
Youth Service priorities
Curriculum Targets
To develop and build upon existing provision, the Youth Service has established priorities for 2000-2003. The Youth Service will focus resources:
· to maximise the benefits for young people in Hampshire and
· to respond effectively to Government and County initiatives.
The five priority aims are:
1 To enable young people to develop personal and social skills
2 To involve young people in democracy and decision-making
3 To promote the social inclusion of young people
4 To engage young people in new opportunities and challenging experiences
5 To encourage young people to lead healthy lifestyles
Organisational Developments
To ensure the Youth Service is both an efficient and effective organisation the following priorities for organisational development have been established:

Target age range
The Youth Service will work with young people aged 11-24 placing the highest priority on the 13-19 age group.
The Youth Service allocates resources in broad terms as follows:
a 50% of Youth Service resources to work with young people to provide, directly or indirectly, a range of quality learning opportunities to which young people have open access.
b 50% of Youth Service resources to work with young people who may be at risk from multiple disadvantages, through youth projects which have been established to remove obstacles to success and to respond to:
· specific groups of young people including
- young people with special needs or disabilities - young parents - young women - young people who are gay, lesbian or bisexual - young people from ethnic groups - young people at risk of exclusion
- young carers
- young people leaving care.
· social issues or concerns of young people including:
- drug and alcohol misuse - offending activity and crime - health - housing and accommodation - employment.
