1. Summary
1.1 The following decisions are sought:
(i) That approval be given for the Chief Executive to conclude an appropriate legal agreement with Pal Properties in relation to the making of a financial contribution of £280,000 towards the implementation of the Basingstoke Environmental Strategy for Transport as it relates to the A33 corridor.
(ii) That, subject to the completion of this agreement, Basingstoke and Deane Borough Council be informed that there is no objection to the office development on land at Hampshire International Business Park, Crockford Lane, Chineham.
2. Reason
2.1 To secure an appropriate level of financial contribution towards the Basingstoke Environmental Strategy for Transport.

7. Introduction
7.1 A planning application has been submitted by Pal Properties to Basingstoke and Deane Borough Council for an office development on land at Hampshire International Business Park, Crockford Lane, Chineham.
7.2 The site totals 3.77 hectares and is situated to the northern end of Crockford Lane, to the west of the railway and abutting Cufaude Lane (see attached location plan).
7.3 The application is for the erection of an estate of four buildings, totalling 18,886 square metres, to be used as B1 office uses and the provision of 727 car parking spaces.
7.4 The Borough Council supports the development of this allocated site and has resolved to grant approval, subject to the conclusion of appropriate legal agreements.
7.5 The local Member, Councillor Chapman, raises no objection in principle to the proposals.
8. Transport Proposals
8.1 Access will be provided from both east and west sides of the site, directly from Crockford Lane.
8.2 The developer has agreed to enter into a Green Travel Plan for the site which will be secured through a legal agreement with the planning authority.
8.3 The developer has agreed to make a financial contribution towards the Basingstoke Environmental Strategy for Transport in order to provide enhancements to transport infrastructure to encourage the use of alternative modes of transport to the private car.
9. Financial Implications
9.1 In the event of planning permission being implemented, the developer has agreed to make a financial contribution of £280,000 towards the implementation of the Basingstoke Environmental Strategy for Transport as it relates to the A33 corridor.
