1.1 The following decision is sought:
That the Project Appraisal for the casualty reduction scheme on Lower Farnham Road, Aldershot be approved.
2. Reason
2.1 To reduce the occurrence of accidents along Lower Farnham Road.
3. Other Options Considered and Rejected
3.1 No other feasible traffic calming options due to limitations imposed by vehicular access points to residential properties, bus route and crematorium.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT (Client Department) |

The Local Safety Scheme Programme for 2001/02 includes an allocation for safety schemes on traffic routes with higher than expected casualty rates. This forms part of the County Council's strategy, set out in the Local Transport Plan, aimed towards achieving the Government's road safety strategy and casualty reduction targets for 2010. | |
Lower Farnham Road, from its junction with the A323 southwards to the junction of Boxalls Lane, is one of those routes (see attached location plan). The one kilometre length of road is subject to a 30 miles per hour speed limit and has had a total of 27 personal injury accidents in the three calendar years 1999 to 2001. Of these 11 involved vulnerable road users. |

National/County network and policies The scheme supports the County Council's road safety and casualty reduction policies. | ||
Details of scheme and design standards It is proposed to: | ||
(i) |
realign the existing junction of Lower Farnham Road, Boxalls Lane and Moreland Road to allow the construction of a small roundabout; | |
(ii) |
install traffic islands between Boxalls Lane and Ash Road, together with formalised on street parking to provide deflection to traffic movements; | |
(iii) |
install pedestrian refuges between Boxalls Lane and Ash Road to provide recognised crossing points; and | |
(iv) |
construct a mini roundabout at the junction of Tongham Road and Lower Farnham Road. | |
Environmental impact The proposals will have a slight impact on the physical environment of the surrounding area. However this will be outweighed by the potential reduction in vehicle speeds and injury accidents. | ||
Land requirements No land acquisition required. All works to be confined within existing public highway limits. | ||
Statutory procedures None. | ||
Public consultation During summer 2001 initial consultation was carried out by postal questionnaire and comments made have been incorporated in the proposed scheme. In January 2002 a full public consultation was undertaken when letters were widely circulated in the area and notices were prominently displayed. On 16 February 2002 an exhibition was held at the local school, this was well attended and the proposals were generally well accepted. | ||
Facilities for the disabled The proposed scheme incorporates tactile paving and flush kerbs at the crossing points for wheelchairs, prams and the less mobile. | ||
Maintenance implications The revenue implications of this proposal will be taken into account in the setting of the annual base budget. These will include the ongoing maintenance of all the crossing facilities as well as the proposed roundabouts. | ||
Crime and Disorder Act 1998 The proposal has no impact upon this Act. | ||
Sustainability The proposed scheme will provide a safer environment for pedestrians and other vulnerable road users. | ||
Local Member's View The local Member, Councillor Roberts, has been consulted and supports these improvements. | ||
