1. Summary

1.1 The following decision is sought:

      That the Project Appraisal for pedestrian and cycle improvements in Whitchurch be approved.

2. Reason

2.1 There are a number of improvements for Whitchurch which will enhance the safety of pedestrians, cyclists and vulnerable road users. The schemes described have been selected from a rolling programme for ease of delivery in the forthcoming year.

Scheme

7.1

Introduction

Following discussions between Whitchurch Town Council, Hampshire County Council and Basingstoke and Deane Borough Council in November 2001 a feasibility report has been prepared by consultants W S Atkins. This has identified the scope for the provision of pedestrian and cycle improvement schemes within the town. Developer contributions are held by both authorities for the provision of improvement schemes relating to the Basingstoke Environmental Strategy for Transport (BEST). Accordingly a programme of improvements has been prepared to assist with sustainable and environmentally friendly ways of transport.

7.2

Details

The initial programme of improvements identified included schemes which required negotiation with land owners to effect the completion of the works.

This project appraisal concerns those schemes which can be implemented during the 2002/03 financial year. These works will assist the safety of pedestrians, cyclists and vulnerable road users with a view to encouraging sustainable transport. They are:

Bell Street public library

Silk Mill car park

Railway Station

London Road

Newbury Road

Micheldever Road/Winchester

Road

Safer Routes to Schools

Millennium Meadow/Fulling Mill

cycle stands

cycle stands

cycle stands and lockers

eastbound and westbound bus stop improvements

bus shelter and hardstanding; refuge and footway improvements

waiting and loading restrictions

waiting restrictions/carriageway markings on London Road

footway improvements.

7.3

Standards

The design standards adhere to the County Surveyor's departmental standards and national guidance. The designs will also be safety audited.

7.4

Statutory Procedures and Consultation

An inception meeting was held on 14 November 2002 between Whitchurch Town Council, County Council and Borough Council officers. This meeting provided the list for the required improvements to be evaluated and prioritised into a programme.

An exhibition will be held at Whitchurch Town Hall between 8-19 April 2002 for the public to be made aware of the proposals.

Traffic Regulation Orders will need to be advertised for the parking restrictions at Micheldever Road/Winchester Road and London Road. Any unresolved issues from these proposed orders will be brought to the Executive Member for Environment for decision.

7.5

Policy Considerations

The proposals are consistent with BEST as found in the Hampshire Local Transport Plan 2001-2006.

Environmental Impacts

The schemes have been designed to minimise any impact on the environment.

7.7

Land Requirement

No land acquisition required. All works to be confined within existing public highway limits.

7.8

Alternative Arrangements

No suitable alternatives.

7.9

Local Member's View

The local Member, Councillor Wall, supports these proposals.

7.10

Crime and Disorder Act 1998

The proposals have no impact on this Act.

7.11

Sustainability

The works will enhance the environment for walking, cycling and public transport, thus widening travel choice and reducing dependence upon the motor car.

Maintenance Implications

The schemes will result in some additional street furniture, hardstanding, signing and lining to be maintained at a cost of £1,000 per annum.
