1. Summary
1.1 The following decisions are sought:
(i) That approval be given for the Chief Executive to conclude an appropriate legal Agreement with Westbuild Homes Limited and Basingstoke and Deane Borough Council in relation to the implementation, at no cost to the County Council, of approved highway works to bring a length of Pelican Road up to adoption standard and to the making of a financial contribution of £27,000 towards the implementation of the Basingstoke Environmental Strategy for Transport.
(ii) That, subject to the completion of this Agreement, there is no objection to the erection of 18 dwellings on land to the rear of 19-37 Pelican Road, Pamber Heath, Tadley.
2. Reason
2.1 To ensure proper access to serve the development and to secure an appropriate level of financial contribution towards the implementation of the Basingstoke Environmental Strategy for Transport (BEST).

7. Introduction
7.1 A full planning application has been submitted by Westbuild Homes Limited to Basingstoke and Deane Borough Council for the erection of 18 dwellings on land to the rear of 19-37 Pelican Road, Pamber Heath, Tadley (see attached location plan). The site totals some 0.65 hectares and is located to the rear of properties fronting the northern side of Pelican Road.
7.2 The Borough Council supports this form of development on this site and has resolved to grant approval, subject to the conclusion of appropriate legal Agreements.
7.3 The local Member, Councillor Allen, raises no objection in principle to the proposals.
8. Transportation Proposals
8.1 The site is formed from the amalgamation of parts of the rear gardens to properties 19-37 and gains access to Pelican Road through number 27. Pelican Road is currently prospectively maintainable highway. In association with the development it is proposed to make up to adoption standard some 330 metres of Pelican Road to its junction with Silchester Road.
8.2 The scheme of improvements will include the construction of the highway to current standards, comprising the provision of one footway, drainage, lining and lighting together with speed reducing features.
8.3 The on site details are being agreed with Basingstoke and Deane Borough Council, under the terms of the Agency Agreement, and will be the subject of a Section 38 Agreement for adoption. No construction works will be allowed on site until such time as the works to Pelican Road have been completed to base course.
8.4 The developer has agreed, in negotiation, to make a financial contribution towards the implementation of BEST, to secure appropriate improvements to transportation infrastructure on Silchester Road.
9. Financial Implications
9.1 In the event of planning permission being granted the applicant has agreed, at no cost to the County Council, to:
(i) implement an agreed scheme of works to bring a length of Pelican Road up to adoption standard (estimated cost £230,000); and
(ii) make a financial contribution of £27,000 towards the implementation of BEST in relation to transportation infrastructure improvements on Silchester Road.
The total package of transportation contributions is therefore estimated to be £257,000.
