AT A MEETING of the WINCHESTER MOVEMENT AND ACCESS PLAN JOINT MEMBERS PANEL held at The Castle, Winchester on Monday 18 March 2002.

13. MINUTES

The Minutes of the meeting held on 4 December 2001 were confirmed as a correct record and signed by the Chairman subject to the following addition to Minute 11 - Safer Routes to Schools:-

`Members urged officers to further investigate ways in which safety measures for the bridge on Park Road could be improved as it was currently part of a daily route to and from school for many children.'

Arising thereon
:

      (i) Minute 1(i) - Visit by Planning and Transportation Committee to Cambridge.

      Members wished to know if a second visit to Cambridge would take place. The County Surveyor agreed to put the City Engineer in touch with Cambridge County Council to enable the City Council to arrange its own visit.

      (ii) Minute 1(iii) - 20 Miles Per Hour Zones

      Members noted with some disappointment that a report on 20 miles per hour zones was not on the agenda. The Chairman advised that officers were currently investigating further the possibility of implementing 20 miles per hour zones in Winchester, but that nothing would happen until agreement could be reached by both the County and the City Councils.

      (iii) Minute 6 - Chesil Street/Bar End Road Improvement Scheme

      The Chairman advised Members that the project appraisal for the scheme had been agreed at the Executive Member for Environment meeting on 12 March. It was agreed that a report be brought to the Panel one year after the scheme had been completed to update Members.

      (iv) Minute 8 - Badger Farm Road/Olivers Battery Road Junction Improvement Scheme

      Councillor Mrs Dickens requested clarification from officers on the current situation with the scheme as she understood some difficulties had arisen. The County Surveyor advised that discussions had taken place with regard to the acquisition of a small piece of land but that it would cause no significant delays.

      The local member, Councillor Mrs Bailey, raised concerns over the footway at the junction and urged officers to consider widening the current footway as part of the improvement scheme.

14. LOCAL TRANSPORT SETTLEMENT AND INVESTMENT PROGRESS

The Panel considered the report of the County Surveyor and Director of Development Services (Winchester City Council) (Item 2 in the Minute Book) which outlined the revised investment programme for the Winchester Movement and Access Plan area.

Members welcomed the report but requested further clarification on particular schemes including Bushfield Park and Ride and Sparkford Road improvements. The Chairman advised Members that no further consultation would take place regarding Bushfield Park and Ride until the current issues involving the Bar End site were resolved. With regard to Sparkford Road, the County had been approached by King Alfred's College following problems experienced by students attempting to enter and exit the college, due to the already difficult nature of the road.

A report would be brought to a future meeting of the Panel identifying any further proposed schemes following the outcome of the audit and attitude surveys being undertaken.

RESOLVED:

    (i) That the proposed investment programme for the Winchester Movement and Access Plan area be noted.

    (ii) That further reports on proposals for the Easton Lane corridor and Jewry Street/City Road schemes be brought to a future meeting of the Panel.

15. WINCHESTER FREIGHT SURVEY

The Panel considered the report of the County Surveyor (Item 3 in the Minute Book) which outlined the results of a survey of freight movements to businesses in Winchester. In addition to the report, Professor Mike McDonald and Dr. Tom Cherrett from the University of Southampton gave a presentation detailing the results. Over 400 businesses from central Winchester, Bar End and Winnall were surveyed by questionnaire. Information obtained included the number of deliveries being made, the types of vehicles used and time taken to make deliveries. The questionnaire also offered respondents the opportunity to raise any problems or suggest possible solutions.

Members thanked Professor McDonald and Dr. Cherrett for a very informative presentation. The County Surveyor explained that the results of the survey would need to be looked at in depth to enable initiatives to be developed, and that appropriate reports would be brought to future meetings of the Panel to keep Members updated on progress made.

RESOLVED:

That the outcome of the survey of freight movement in Winchester be noted.

16. CIVITAS EUROPEAN PROJECT

The Panel received an oral update by the County Surveyor on the current situation regarding the Civitas Europan Project. Mr Ciaburro, Head of Transportation Policy, proceeded to bring Members up to date by setting out the background which had led to the current position. Winchester had been partnered with Rome, Cork and Barcelona for the project. Total funding allocated for Winchester was £2.13m. Mr Ciaburro explained that a number of factors would play a vital role in enabling the project to take shape. The County Council were initially working with Stagecoach to upgrade current vehicles to become more energy efficient and as progress was made it was hoped to work with other bus operators within the city. Commencement for the programme had started but schemes would not begin to be implemented until January 2003. A detailed report would be brought to the next meeting of the Panel.

17. DATE OF NEXT MEETING

RESOLVED:

That the next meeting of the Panel be held in The Wellington Room, The Castle at 10.00 a.m. on Tuesday 22 October 2002.
