1. Summary
1.1 This report provides a progress update on key traffic management schemes within the Andover Transportation Strategy area. It recommends that scheme progress be noted.
1.2 The report also summarises the `Andover Cycling Network Priority Schemes' Feasibility Report and recommends that approval be sought from the Executive Member for consultation to be undertaken and detailed design work to be commenced.
2. Introduction
2.1 This report considers:
(i) the Salisbury Road and Millway Road traffic management scheme and provides an update on the ongoing implementation;
(ii) the Weyhill Road traffic management scheme and provides an update on detailed design work and programming;
(iii) the Charlton Road/Foxcotte Road/Foxcotte Lane and Hatherden Road traffic management scheme and provides a programme update; and
(iv) the Andover Cycling Network Priority Schemes Feasibility Report and provides a progress update.
Scheme plans will be available at the meeting.
3. Salisbury Road and Millway Road Traffic Management Scheme
3.1 Implementation for the Salisbury Road and Millway Road traffic management scheme commenced in December 2001. The scheme will be completed by April 2002. The signals for the toucan crossing will be installed as a separate contract and will be when or very soon after the main works are complete.
3.2 The timing and implementation of the landscape works associated with the traffic management scheme will also be soon after the main works, dependent upon the appropriate conditions for planting.
4. Weyhill Road Traffic Management Scheme
4.1 Detailed design work for the Weyhill Road traffic management scheme is nearing completion and tender documents are currently being prepared following the reconsideration of proposals in the vicinity of the shops. After the meeting in November 2001, local County Council Members were asked to review the scheme in light of the issues raised by the public consultation and a deputation from a local resident, and to report the outcome to the Executive Member for Environment.
4.2 Local County Council Members considered that the previously proposed scheme remained the most appropriate solution for the shops area, subject to a minor modification being made to the junction design at the proposed new exit on the service road for Portway Close, to make the scheme more acceptable to local residents. The scheme was approved for detailed design by the Executive Member for Environment on 12 December 2001, subject to confirmation of further details with local County Council Members, including issues relating to signing and costings. After consideration of the further issues the scheme was agreed and is shown as attached in Figure 1.
4.3 Local residents have been notified of the current scheme details and also that Traffic Regulation Orders (TROs) will be advertised shortly. As part of the statutory TRO process local residents will have a further opportunity to comment on or object to proposals. In addition, a 28 day consultation will be undertaken on the proposed controlled crossing between East Portway and Upper Drove.
4.4 A project appraisal for the scheme will be reported to the Executive Member in May. Subject to the completion of the consultation for the crossing and the processing of TROs for the shops, it is intended that implementation will commence in August 2002.
5. Charlton Road/Foxcotte Road/Foxcotte Lane and Hatherden Road Traffic Management Scheme
5.1 Preliminary work for the Charlton Road/Foxcotte Road/Foxcotte Lane and Hatherden Road traffic management scheme will be finalised in summer 2002 following the completion of tender document preparation for Weyhill Road. Design work will address the issues highlighted by Members at previous Panel meetings on 14 March 2001 and 19 November 2001, including the hospital area, the northern section of Charlton Road and the area around the ambulance station.
5.2 Detailed design work and tender document preparation will be completed by the end of 2002, and it is anticipated that implementation will be commenced in spring 2003 in line with the current programme.
6. Andover Cycling Network - Priority Schemes
6.1 On 14 March 2001 a priority listing of six cycle and pedestrian schemes was approved by Members for progression to feasibility design stage. On 19 November 2001 Members were advised that W S Atkins had been commissioned to prepare initial feasibility design and identify preliminary scheme costs for the six cycle routes in Andover.
6.2 The Feasibility Report and initial route proposals have recently been completed. A copy of the Executive Summary and a plan showing the route proposals are appended to this report for information. The estimated preliminary scheme costs for construction (ie excluding land design and consultation fees) are included within the Executive Summary. Copies of specific scheme plans will be available at the meeting.
6.3 For information the six schemes included in the study are as follows:

6.4 It was recognised at the previous meeting that once feasibility work commenced matters could arise relating to land and legal issues which might result in some adjustments being made to both the timing and order of the schemes. In addition, it was recognised that once feasibility costs were established it might not be possible to implement all of the six schemes within the five year programme. In light of the above, and also the findings of the feasibility report, it is suggested that precedence should be given to sections of the prioritised schemes which can be easily implemented in the short term, and which are justified on a basis of safer routes to schools and links from the railway to the town centre. The following three sections have been identified for progression in the short term:
(i) Scheme 2 Floral Way section - on carriageway connection to Salisbury Road. (This section delivers part of a commuter route to the town centre and a safer routes to school link between the current route on Salisbury Road and the new John Hanson School);
(ii) Scheme 1 Railway Station to Junction Road section. (This section delivers part of a commuter route between the railway station, town centre and south/eastern town settlement areas); and
(iii) Scheme 5 Keil Drive to Saxon Way section. (This section delivers a commuter route to the town centre/railway station via Charlton Road and part of the safer routes to schools link to Harrow Way School and the northern settlements. It also provides a safer crossing on Goch Way.)
6.5 As work is progressed a clearer idea of what is achievable within and beyond the medium term will be obtained and a detailed implementation programme drawn up. It is suggested that approval should be sought from the Executive Member for Environment for consultation to be undertaken on relevant schemes to determine the views of all interested parties regarding the initial route proposals, and also for detailed design work to be progressed at the appropriate time.

Recommendation
1. That it be a RECOMMENDATION to the Executive Member for Environment that consultation be undertaken and detailed design work be commenced for the six prioritised cycle routes in Andover, as identified in paragraph 6.3 of this report.
