1. Summary
1.1 The Borough Council has, following the County Council's advice, applied for a Section 249 Order under the Town and Country Planning Act 1990. The effect of the Order would be to remove access to 33 general parking places and replace them with 15 spaces for disabled drivers (blue badge holders). There would be exemptions from the Order for emergency services, market traders, hirers of the Guildhall premises without rear access, and security vehicles, in addition to vehicles displaying the disabled persons' blue badge.
2. Background
2.1 Application was made to the Government Office for the South East (GOSE) in March 2001 and the proposal was advertised on 22 June 2001. GOSE forwarded all the 763 letters of comment to Test Valley Borough Council in November 2001. The Council's Executive considered the substance of the objections on 21 November 2001 and the Council's responses were then sent to objectors and supporters seeking clarification of certain issues.
3. Key Results and Conclusions
3.1 This correspondence has now been concluded and is being copied to GOSE, who it is understood will be forwarding it to the Planning Inspectorate, who will appoint an Inspector for a Public Inquiry at a date to be announced.
