9. MINUTES
The Minutes of the meeting held on 19 November 2001 were confirmed as a correct record and signed by the Chairman.
10. LOCAL TRANSPORT SETTLEMENT AND REVISED CAPITAL PROGRAMMES FOR 2001/02 AND 2002/03 TO 2005/06
The Panel considered the report of the County Surveyor (Item 2 in the Minute Book) which outlined the revised capital programmes for 2001/02 and 2002/03 to 2005/06 for the Andover Transportation Strategy Panel area.
RESOLVED:
That the report be noted.
11. PROGRESS REPORT
Mr Burbridge and Mrs Walton made deputations in respect of the Weyhill Road Traffic Management Scheme. The Panel then considered the report of the County Surveyor (Item 3 in the Minute Book) on the matter. The County Surveyor advised Members that there were three additional schemes underway. The following points arose (inter alia):-
(i) Salisbury Road and Millway Road Traffic Management Scheme
Although there were minor issues still to be resolved regarding bus shelters the scheme was due to be completed by April 2002.
(ii) Weyhill Road Traffic Management Scheme
The Chairman agreed to make a site visit to Weyhill Road with officers and local County and Borough Councillors to discuss points raised by Mr Burbridge and Mrs Walton, prior to a project appraisal being submitted to the Executive Member for Environment.
(iii) Charlton Road/Foxcotte Road/Foxcotte Lane and Hatherden Road Traffic Management Scheme
Detailed design work was due to be completed by the end of 2002 followed by public consultations. It was hoped that implementation would begin during spring 2003.
(iv) Andover Cycling Network - Priority Schemes
It had been recognised that implementation of all six schemes within the five year programme might not be feasible and therefore precedence would be given to sections of the schemes which could be easily implemented in the short term. Three sections had been identified for progression:
(a) Flora Way section - on carriageway connection to Salisbury Road
(b) Railway Station to Junction Road
(c) Keil Drive to Saxon Way
RESOLVED:
1. That the report be noted.
2. That it be a RECOMMENDATION to the Executive Member for Environment:
That consultation be undertaken and detailed design work be commenced for the six prioritised cycle routes in Andover, as identified in paragraph 6.3 of the report.
12. ANDOVER MAJOR DEVELOPMENT AREA - TRAVEL BEHAVIOUR MODEL
The Panel considered the report of the Head of Planning Services (Test Valley Borough Council) (Item 4 in the Minute Book) which set out work undertaken to compare the relative transport merits of sites considered for housing in preparation for the Beyond 2000 Brief. A travel questionnaire had been compiled and sent to every household in Andover. Results had provided a good understanding of current travel behaviour by residents.

13. ANDOVER HIGH STREET
The Panel considered the report of the Head of Planning Services (Test Valley Borough Council) (Item 5 in the Minute Book) which set out the current situation
regarding the application for a Section 249 Order under the Town and Country Planning Act 1990 to amend parking arrangements on Andover High Street.
RESOLVED:
That the report be noted.
14. TEST VALLEY BOROUGH LOCAL PLAN REVIEW
Councillor Roach advised the Panel that continued steady progress on the Borough Council's Local Plan Review was being made.

RESOLVED:
That the next meeting of the Panel be held at 9.00 a.m. on Wednesday 30 October 2002 at The Guildhall, Andover.
