      RECOMMENDATION:

      That, subject to the approval of the Executive Member - Education to the deferral of the Capital Programme allocation to 2002/03, approval be given to the attached design project appraisal for the Droxford Junior School scheme.

      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

      The school has made a contribution of £41,000 towards the proposals outlined in this design project appraisal.

Landlord Funded Work connected with this Scheme

A contribution of £10,000 has been made available from the Policy and Resources Committee's 2002/03 Landlord Minor Works budget.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Building Cost - Net Cost = £1,359 per m2

The above net cost relates to the new build element of the scheme only; it would be misleading to provide a gross cost per m2 owing to the alterations element of the scheme.

(a) Energy Costs

        The existing school comprises some 480 m2 of accommodation and the annual fuel cost is approximately £2,300.

        Upon completion of this project it is anticipated that the annual increase in fuel cost for the school will be in the order of £700.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          A basic need bid was submitted to the Department for Education and Skills (DfES) in September 1998 for credit approval to extend the school by 55 places. This was subsequently successful and the proposed scheme will increase the capacity of the school to 150 places. There are currently 123 pupils on roll and projected numbers show a rise to 148 pupils in September 2003.

      3. DETAILS OF SITE

          LOCATION

          Droxford Junior School is located at Union Lane, Droxford.

          ADJOINING LAND AND BUILDINGS

          The site is bounded to the north by residential accommodation with open fields and the villages of Corhampton and Meonstoke beyond. To the east is further housing and the High Street, which forms part of the A32 road, with the Meon River and open fields beyond. To the south and west are open fields, and farm dwellings.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 2.09 acres (0.85 hectares). The DfES guideline for a school of this size is 2.33 acres (0.945 hectares).

          PLANNING POSITION

          Planning permission for this project was granted in February 2002.

          SUITABILITY FOR PROJECT

          Upon completion of these proposals the building will offer permanent teaching accommodation and additional toilet facilities to all pupils attending this school. The project will also enable all temporary buildings to be removed from site.

          RESULTS OF TRIAL BORE HOLES

          A site investigation was undertaken during March 2001 and three trial pits were excavated. The ground conditions were found to be made ground over thin layers of gravely clay/silt overlying highly weathered structureless chalk at to a maximum of 1.1m. Water was not encountered.

          It is proposed to found the single storey extension within the upper layer of the chalk using mass concrete strips and a suspended beam and block ground floor.

          ACCESS

          The main vehicular and pedestrian access point to the site is from Union Lane and then via a private track to the entrance positioned in the north-east corner of the site.

          The proposals outlined in this appraisal will not affect the current vehicular and pedestrian access arrangements.

          COMMENTS ON SITE LAYOUT

          The school site is rectangular in shape and slopes from the highest point in the north, to the south.

          The school building is positioned towards the north of the site and is made up of three adjoining wings of accommodation around a central grassed courtyard area facing west. The hard play area is positioned directly south of the school with the playing field beyond. Near to the western boundary is a soft play area with separate covered area.

          Three temporary classrooms are currently located on this site. Two single classrooms, one with toilets, are positioned near to the western boundary of the site adjacent to the playground. The third unit is used as a kitchen and is located further north towards the main school building.

          MAINS SERVICES POSITION

          Existing mains services are considered to be of a sufficient capacity to be extended as required to serve the proposed new accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          Perimeter paving will be provided to the new extension along with areas of soft landscaping around the building.

          An existing pathway will be rerouted around the extension to link the main entrance to the north to the playground in the south.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to construct a single storey extension on an area currently occupied by playground and grass. The extension will adjoin the southern elevation of the existing building and will run in linear form from north to south, near to the eastern boundary of the site.

          The extension will provide two classrooms, each with a wet area and roof-lights will be installed to the eastern side of the building to allow natural light to this elevation. An entrance with a lobby on the western elevation of the extension will allow direct access from the playground and will adjoin a new link corridor providing access to the new classrooms and the existing building. A new large chair store will also be included within the new extension.

          A further small extension will be constructed to the south-east corner of the existing building to provide new toilet facilities for male pupils. Internal alterations to the existing building will comprise the reconfiguration of existing accommodation to provide additional WCs. The sanitary ware in the existing male and female toilets, which are located in this area, will be stripped out and the internal walls will be reconfigured to provide enlarged toilet facilities for female pupils.

          PLACES PROVIDED

          60 additional places will be provided.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The original school was constructed during 1929 and since that time a gymnasium, additional toilets and link corridor have been added.

          The existing buildings on site are considered to be in a good condition for their age and type.

          TEMPORARY BUILDINGS

          There are currently three single temporary buildings on this site. Two single classrooms, one with toilets, are in a fair condition and these buildings will be removed from site and the area re-seeded.

          A third unit is used as a kitchen and this will remain on site.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The site will benefit from the removal of the two temporary classrooms which will allow a large grassed area to be reinstated as part of the school playing field.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The extension will be of a traditional construction to match the original school building. Walls will be red brick and the pitched roof will have plain red clay tiles, timber barge boards and roof lights to the eastern elevation. Windows and doors will be from timber with natural cedar and glass screens to the link corridor.

          FACILITIES FOR THE DISABLED

          The extension will have level access throughout to provide access by persons with a physical disability.

          Due to the varying levels on this site ramps already exist within the original school building. The new lobby entrance to the extension from the playground will have steps, however, access can be made to the new extension from an existing entrance and via the new link corridor.

          HEATING AND VENTILATION SYSTEMS

          The existing oil fired boiler will be extended to serve a low pressure hot water heating system feeding radiators.

          Ventilation will be by natural means via opening windows and roof lights, with mechanical assistance to the WCs.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to provide the permanent replacement accommodation whilst allowing for future site developments.

          CAR PARKING

          The existing car parking arrangements at this site will be unaltered by these proposals.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, County Planning Officer, Estates Practice, Local Councillor, Members of Education Buildings Advisory Group.

      5. THE BUILDING DEVELOPMENT

          Upon completion of these proposals the school will have permanent teaching accommodation and increased toilet provision in line with the current number of pupils attending the school.
