1. Summary

1.1. At the last meeting of the Committee it was recommended that a report assessing the impact of new constitutional arrangements on County and Unitary Councils on the conduct of business of the Committee be prepared.

2. Terms of Reference

2.1. Appendix 1 sets out the revised terms of reference incorporating changes resulting from the Local Government Act 2000 and reflecting the new Health Authority arrangements effective from 1 April, 2002. For ease of reference the amendments are highlighted in bold and italics.

2.2 In making their appointments the constituent councils may wish to take account of the advisory role of the Committee, the decisions ultimately being made by their Cabinets or Executive Members.

RECOMMENDATION:

That the modified terms of reference be approved.
