    1. Summary

    1.1 This report provides Members with an update on the Local Transport Plan (LTP) Capital Programme's 2001/02 schemes within the Coastal Towns Transport Strategy (CTTS) area. Members are also asked to note the latest position on the schemes planned in next year's programme.

    1.2 The revised 2001/02 CTTS Capital Programme was agreed by the Executive Member for Environment on 25 January 2002, as follows:

      Lymington Quay £50,000

      Milford Village £10,000

      Avenue Road, Lymington - Safer Routes to Schools (SRTS) £110,000

      Railway Stations £20,000

    1.3 The 2001/02 Pedestrian Facilities Capital Programme contains the following schemes in the CTTS area:

      Milford-on-Sea (pelican crossing) £25,000

      Ashley Road, New Milton (pelican crossing) £30,000

      Christchurch Road, Old Milton (pelican crossing) £35,000

2. Schemes in the 2001/02 Capital Programme

    Lymington Schemes

    Lymington Quay: £50,000

    2.1 As reported to the last meeting the work on Lymington Quay has been completed.

        Avenue Road, Lymington: £110,000

    2.2 The A337 Southampton Road/Avenue Road pedestrian phase in Lymington has been implemented as part of the SRTS project and significant maintenance works have been undertaken.

      Milford Schemes

      Milford Village: £10,000

    2.3 The Milford Village scheme which improves conditions for pedestrians by remodelling the junction of Church Hill with High Street is presently being implemented.

    2.4 The Lymington Road pelican crossing in Milford was activated in September 2001.

      New Milton Schemes

    2.5 The pelican crossing on Ashley Road in New Milton is presently being implemented. Works will be completed in March 2002.

    2.6 Due to large statutory undertaker costs the pelican crossing on the A337 Christchurch Road in New Milton is presently under review and will not be carried out until the next financial year.

    Railway Stations

    Railway Stations Coastal Towns: £20,000

    2.7 Four new cycle lockers and improved cycle parking/shelters will be installed on each platform at New Milton rail station. In Lymington town, a new exit gate will be constructed with a ramp to allow access for the disabled. Four cycle lockers will be installed at the current exit gate location. At both stations, bus stop maps will be provided at exit gates and in the ticket offices. The uncertainty about Department for Transport, Local Government and the Regions' cycle locker security standards has slightly delayed implementation of the lockers. Nonetheless, the majority of the work should be completed by the end of April 2002.

3. Progress on Schemes Programmed for 2002/03

      New Milton Schemes

    3.1 Members supported the recommended prioritisation of the New Milton Town Centre Improvement schemes at the last meeting. The following priority order has been set:

    (i) pelican crossing at Station Road;

    (ii) Old Milton Road/Gore Road/Whitefield Road junction; and

    (iii) Ashley Road/Spencer Road junction.

    3.2 The issues relating to existing parking and safety for the proposed pelican crossing on Station Road north of the railway line in New Milton are presently being addressed. Further consultation will take place with interested parties before a project appraisal is submitted.

    3.3 The Old Milton Road/Gore Road/Whitefield Road junction is part of the town centre traffic management and also provides access to Arnewood School for cyclists from the eastern part of New Milton. A cycle assessment and a safety audit have been carried out for the scheme. The reports of these have just been received and the issues raised are being considered and will have to be incorporated into the design before going out to consultation. The scheme is being progressed in liaison with the District Council and it is likely that the consultation will take place in early summer 2002.

    3.4 The project appraisal for the proposed traffic signal design for the Ashley Road/Spencer Road junction in New Milton will be submitted to the Executive Member for Environment in April 2002. The slight delay was due to the need to resolve some statutory undertaker requirements.

    3.5 In December 2001 the project appraisal for the proposed roundabout at Bashley Crossroads was approved by the Executive Member for Environment. Construction is programmed for summer 2002 and the scheme will be funded from the Casualty Reduction Programme.

      Lymington Schemes

    3.6 Preliminary plans have been drawn up in consultation with residents for the environmental enhancement scheme on North Street in Pennington/Lymington. It contains speed humps and build-outs spread over the whole length of North Street. The scheme has been moved from the 2001/02 to the 2002/03 programme and the budget has increased from £10,000 to £30,000. Due to the proximity of this scheme to Priestlands School, the opportunity of increased funding through SRTS is being evaluated. A safety audit and more detailed costings will be required to enable the full extent of the scheme to be assessed.

    3.7 It is proposed that the toucan crossing on the A337 outside Priestlands School in Pennington, Lymington will be included in the proposed 2002/03 Pedestrian Facilities Capital Programme which will be submitted to the Executive Member for Environment in May 2002. The opportunity may be taken to provide cycle route links to this crossing when funding permits in a capital programme.

    Recommendation

    That the position on the schemes within the Coastal Towns Capital Programme be noted.
