66 MINUTES.
The Minutes of the meeting of the County Council held on 21 February 2002 were confirmed and signed by the Chairman.
67 DEPUTATIONS.
The following deputations were received
(i) Mr. C. Gray, Mr. A. Macallan, Mr. G. Peake and Mr. I. Wilson representing the Fleet Town Centre Management Group concerning Fleet Town Centre road improvements;
(ii) Mr. D. Gotel concerning Fleet Town Centre road improvements.
68 CHAIRMAN'S COMMUNICATIONS.
The Chairman welcomed Mr. Yinnon Ezra, Director of Recreation and Heritage, to his first meeting of the County Council.
69 LEADER'S REPORT.
Councillor T.K. Thornber, CBE the Leader of the Council, reported with great pleasure that the County Council's Pensions Services had been awarded the Government's Charter Mark Gold Seal of Approval for Excellence in Public Service. It was at their first attempt. The 30 staff working for more than 85,000 customers and 190 participating employers, had impressed the visiting external assessor with their commitment and professionalism. Pensions Services had, in the view of the assessor, been noticeably successful in staff training and development, innovation and customer consultation. The Pensions Services' Charter Mark was the second to be awarded to the County Treasurer's Department, the Student Support Section having held the award since 1997. On behalf of the County Council, the Leader congratulated all the staff involved.
The Leader also commented upon the Government's proposals for comprehensive performance assessment of all local authorities. This would categorise councils as "high performing, striving, coasting or poor performing". The County Council was in the first tranche of councils to be assessed. The procedure would be conducted by the Audit Commission and would be rigorous. Initial work was already underway. Self assessment would be completed by the County Council by 29 April, the Assessment Team would arrive during the week commencing 20 May and there would be feedback to the County Council in the week beginning 10 June.
The Leader reported Members' requests, made at a seminar on 25 March 2002 to review the operations of the Constitution, for meetings of the Council to commence at 10.00 a.m. to make the best use of time. As a matter of urgency, and pursuant to Section 100 (B) (4) (b) of the Local Government Act 1972, it was
ORDERED:
That Part 3A of the Constitution Standing Order 4.1 be revised by the substitution of "10.00 a.m." for "11.00 a.m." at the end of line 3.
70 QUESTIONS UNDER STANDING ORDER 20(b)(i).
Councillor Felicity Hindson, MBE, Executive Member for Social Care, answered a question from Councillor M.J. Roberts concerning current staffing and the financial position of Social Services.
Councillor K.B. Estlin, Executive Member for Environment, answered a question from Councillor M.J. Roberts concerning bus service adjustments.
Councillor D.A. Kirk, Executive Member for Community Development, Regeneration and Internal Liaison, answered a question from Councillor Mrs. P.G. Banks concerning the development of the County Council's Community Strategy and Local Strategic Partnerships.
Councillor T.K Thornber, CBE, Leader of the Council, answered a question from Councillor K.P.J. Searle concerning compliance with the Disability Discrimination Act 1995 in relation to new building work.
Councillor K.B. Estlin, Executive Member for Environment, answered a question from Councillor P.R.C. Hutcheson concerning consultation arrangements in relation to highway improvements in Fleet.
71 EASTLEIGH ROAD SAFETY COUNCIL.
In order to fill a vacancy on the Eastleigh Road Safety Council it was
ORDERED:
That Councillor Carol Boulton be appointed to the Eastleigh Road Safety Council until the Annual Meeting of the Council in May 2005 subject to such changes as the County Council may, from time to time, wish to make.
72 STANDARDS COMMITTEE - PART I - MODEL CODE OF CONDUCT FOR MEMBERS.
Part I of the report of the Standards Committee concerning the adoption of a new
Model Code of Conduct for Members of the County Council was presented. Arising
from discussion the Standards Committee was asked to consider and report upon the
issue of legal support for Members of the County Council in the event of malicious
claims being made against them.
ORDERED:
That the statutory Model Code of Conduct for Members set out in the Appendix
to the report of the Standards Committee be adopted.
73 EXECUTIVE MEMBER FOR ENVIRONMENT - PART I - HIGHWAYS NETWORK AGENCY REVIEW : MEMBER LIAISON WITH DISTRICT COUNCILS.
Part I of the report of the Executive Member for Environment concerning the establishment of member liaison arrangements with district councils pursuant to the Highways Network Agency Review was presented.
ORDERED:
(i) That Part I : Chapter 10 of the Constitution be revised by the addition of the following section to establish highway management advisory panels:-

(ii) That the following terms of reference be approved for the Highway Management Advisory Panels:-
(a) To receive reports on highway management topics and programmes, to offer advice and recommendations to the Highway Unit Manager and to monitor and review highway management activities;
(b) To receive reports on the implementation of traffic management schemes in the Area Transport Strategy programmes relating to that district, to monitor and review progress on those schemes and to offer advice and recommendations as appropriate to the relevant project managers.
74 HAMPSHIRE POLICE AUTHORITY.
No report of the Hampshire Police Authority was presented, there having been no meeting of the Authority since the previous meeting of the County Council.
No questions had been submitted under Standing Order 20 (d) concerning the discharge of the Authority's functions.
75 HAMPSHIRE FIRE AND RESCUE AUTHORITY.
The Council received the report of the Hampshire Fire and Rescue Authority and, arising from discussion, the Chairman of the Authority undertook that the Authority would consider the issue of legal support for Members of the Authority in the event of malicious claims being made against them.
No questions had been submitted under Standing Order 20 (e) concerning the discharge of the Authority's functions.
