52. MINUTES

The Minutes of the meeting of the Committee held on 27 February 2002 were confirmed by the Committee and signed by the Chairman.

53. PROPOSAL TO DIVERT FOOTPATH 743 IN THE PARISH OF CHARLTON

The Committee considered the report of the Director of Recreation and Heritage (Item 2 in the Minute Book) on a proposal to divert Footpath 743 in Charlton.

RESOLVED:

That, in the interest of the landowners, an Order be made under Section 119 of the Highways Act 1980 and submitted to the Secretary of State for the Environment, Food and Rural Affairs for confirmation or confirmed by the County Council, as appropriate, to divert Footpath 743 in the Parish of Charlton as shown on the plan accompanying the report.

54. PROPOSAL TO DIVERT FOOTPATH 11, SHERFIELD ON LODDON

The Committee considered the report of the Director of Recreation and Heritage (Item 3 in the Minute Book) on an application to divert Footpath 11 in Sherfield on Loddon. Councillor Scott declared an interest in the matter being a shareholder in the company and left the room during consideration of the item.

RESOLVED:

That, in the interest of the landowners, an Order be made under Section 119 of the Highways Act 1980 and submitted to the Secretary of State for the Environment, Food and Rural Affairs for confirmation or confirmed by the County Council, as appropriate, to divert Footpath 11 in the Parish of Sherfield on Loddon from the route marked A-B to the route marked B-C-D as shown on the plan accompanying the report.

55. PROPOSAL TO DIVERT FOOTPATHS 32 AND 55 IN THE PARISH OF ASHFORD HILL WITH HEADLEY

The Committee considered the report of the Director of Recreation and Heritage (Item 4 in the Minute Book) on an application to divert Footpaths 32 and 55 in the parish of Ashford Hill with Headley.

RESOLVED:

That, in the interest of the landowner, an Order be made under Section 119 of the Highways Act 1980 and submitted to the Secretary of State for the Environment, Food and Rural Affairs for confirmation or confirmed by the County Council, as appropriate, to divert part of Footpath 32 in the Parish of Ashford Hill with Headley as shown on plan 1 accompanying the report from the route marked A-B to the route marked B-C and part of Footpath 55 in the Parish of Ashford Hill with Headley as shown on plan 2 accompanying the report from the route marked A-B to the route marked A-C.

56. PROPOSAL TO DIVERT FOOTPATHS 41 AND 43 IN ALTON

The Committee considered the report of the Director of Recreation and Heritage (Item 5 in the Minute Book) on an application to divert Footpaths 41 and 43 in Alton.

RESOLVED:

That, in the interest of the landowner, an Order be made under Section 119 of the Highways Act 1980 and submitted to the Secretary of State for the Environment, Food and Rural Affairs for confirmation or confirmed by the County Council, as appropriate, to divert Footpath 41 in Alton from the route marked A-B to the route marked A-C and Footpath 43 in Alton from the route marked D-E to the route marked D-F as shown on the plan accompanying the report.

57. CLAIM FOR THE ADDITION TO THE DEFINITIVE MAP OF A FOOTPATH BETWEEN OAKLANDS WAY AND NORTH ROAD IN THE PARISH OF HYTHE AND DIBDEN

The Committee considered the report of the Director of Recreation and Heritage (Item 6 in the Minute Book) on a claim for the addition to the Definitive Map of a footpath in the parish of Hythe and Dibden.

RESOLVED:

    (i) That an Order be made under Section 53(2)(b) of the Wildlife and Countryside Act 1981 and submitted to the Secretary of State for the Environment, Food and Rural Affairs for confirmation or confirmed by the County Council, as appropriate, to add as footpaths to the Definitive Map the paths from Oaklands Way to Cleveland Drive and from Cleveland Drive to North Road in the Parish of Hythe and Dibden, as shown on the plan accompanying the report, these paths having a width of 5.0 metres.

    (ii) That officers continue to look into the possibility of securing a dedication of the paths as bridleways.

58. DEVELOPMENT CONTROL SCHEDULE

The Committee received the report of the County Planning Officer (Item 7 in the Minute Book) on development control decisions taken by the County Planning Officer.

RESOLVED:

That the report be noted.

59. MINERALS AND WASTE SITE LIAISON PANELS

The Committee discussed the purpose and operation of Liaison Panels for minerals and waste sites in Hampshire and expressed support for their continued operation with a member of the County Planning Department staff being in attendance at all meetings.

RESOLVED:

That a report be submitted to a future meeting of the Committee on the development of a clear statement of purpose for the Minerals and Waste Site Liaison Panels.

60. MEMBER TRAINING

During a discussion initiated by the County Planning Officer members expressed support for a programme of training on planning and rights of way matters which would include visits to sites of applications determined by the Committee and to areas with particular reference to rights of way decisions.
