Summary

1.1

Warren Park Primary School is located on the northern outskirts of the Borough of Havant and is within the most deprived electoral ward in the Borough and within the bottom 20% of wards nationally, as defined by the Department of Transport, Local Government and the Regions multi deprivation indices.

1.2

The Warren Park ward has been granted a Sure Start Project by the Government with an aim to counteract the cycle of deprivation in the ward by providing high quality play and learning opportunities, training, employment and family support services that are accessible to the local community.

A multi-agency Sure Start Partnership has been set up to develop this initiative and includes representatives from Hampshire County Council, the Single Regeneration Board (SRB), Havant Borough Council, the local community, East Hampshire Primary Care Trust and the Early Years Development and Childcare Partnership. The development has also been linked to the Neighbourhood Nurseries Initiative (NNI).

The project will be mainly funded from a Sure Start Grant with contributions from Havant Borough Council, NNI, Hampshire County Council, SRB, and the school. An allocation of £112,000, excluding fees, from the Government's Key Stage 2 (KS2) Initiative has been incorporated with the main project funding to provide one additional classroom to the existing school.

Upon its completion the new Sure Start Centre will remain in the County Council's ownership. The services to be provided at the Centre will be the responsibility of a Management Committee and discussions are currently underway with Sure Start to agree these arrangements.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed new Centre and will manage the project on behalf of the funding partners. The purpose of this report is to outline the proposals and funding arrangements for the new Centre, seek approval to the attached design project appraisal and also seek approval to negotiate this contract using a two stage tendering process.

2.

New Early Years Centre

2.1

The site of the proposed new Centre lies to the west of existing buildings on the Warren Park Primary School site. The building has been designed with nursery, community, administration/medical/staff zones, although the zones will not appear obvious in use. There will be three access points to the building, the main entrance, with reception, leads to the community facilities, information points, offices and baby unit of the nursery. A second entrance will serve the main areas of the nursery with a third access point to the café. There will be two links to the existing school, a heated covered link will allow access from a new reception classroom in the school to the 3 - 4 year old area of the nursery and an outside link between the year one pupils of the school and the staff/medical area.

The nursery will be made up of three main large, flexible, similar-sized spaces with service areas between them. The nursery will cater for twenty-five 0 - 2, thirty 2 -3 and thirty-five 2 - 4 year olds. The main reception / information desk will be centrally positioned within the building to allow sight lines to all the main areas of security concern. The reception desk also acts as a control point for access to the baby unit, the staff/medical areas and the community spaces.

The community/music room and training area operate as a suite and a small training kitchen can be opened up to the community space. These areas open out onto a quiet paved courtyard area to the north and a less formal paved area to the south.

The administration and staff areas have been carefully designed to make optimum use of the spaces provided and the large staff room doubles as a training and social space. The medical room has been logically positioned within the staff/administration suite.

The additional classroom provided under the Key Stage 2 Initiative will adjoin the north-west elevation of the existing school building and will link to an existing reception classroom. A separate link will be made to the new Centre. The extension will provide one class base for reception aged pupils with appropriate storage.

The outside spaces have been designed by a Landscape Architect who is specialised in the development of early years environments and the Learning Through Landscapes principles pioneered in Hampshire County Council have been used in the development of this project. Fenced play spaces and covered outside play areas, fenced gardens, a quiet brick paved courtyard, tree lined pedestrian routes, additional fenced play areas for the school and soft landscaping around the new Centre will be included within the project.

3.

Funding and Timing

3.1

The estimated cost of the new Centre and additional classroom is £1,293,000, excluding fees, and funding will come from the following sources:

The Sure Start Grant must be spent by the end of the 2002/03 financial year to ensure future revenue funding from Sure Start, to support the initial running costs of the building, can be allocated and capital contributions have been secured on this basis. Part of the Education Capital Programme funding includes a contribution under the Key Stage 2 Initiative which must also be spent by the end of the next financial year. It is therefore proposed that this scheme be negotiated with Brazier Construction using a 2 stage partnering approach.

An early appointment of a preferred contractor would resolve issues regarding site access, programming and phasing and would allow a start on site at the end of the summer term, as programmed. It would also be possible to use previous partnering schemes as a framework to quickly agree a first stage tender and programme advanced works at an early stage with the eventual contractor. Brazier have recently successfully completed a scheme at Whiteley, which is of a similar design and have combined with in-house teams on two previous partnering projects.

Subject to the necessary approvals it is anticipated that work will commence during August 2002 and be completed during July 2003.

Conclusion

The proposed new Centre will provide 90 nursery places for children aged between 0 - 4 years along with the community, training and education facilities outlined in the Sure Start Initiative for the Warren Park ward. An additional class base will also be provided within Warren Park Primary School under the Key Stage 2 Initiative. The preferred procurement strategy for this scheme would fulfil the spend profile requirements of Sure Start and the DfES and accordingly approval is sought to the attached building design appraisal.
