Value of Land already acquired for this Project

    The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Building Cost - Gross Cost = £ 1,622 per m2

          - Net Cost = £ 1,262 per m2 which includes abnormals of £58 per m2 associated with the substructure.

          Upon completion of these works it is anticipated that the annual fuel cost will be in the order of £3.86 per m2.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          Warren Park was granted a Sure Start Project by the Government to provide facilities to work with young children and their families in the Warren Park ward.

          A multi-agency Sure Start Partnership includes representations from the local community, Havant Borough Council, the Single Regeneration Board (SRB), East Hampshire Primary Care Trust, Hampshire County Council and the Early Years Development and Childcare Partnership. The development has also been linked to the Neighbourhood Nursery Initiative, which, together with Sure Start, SRB, the school, Hampshire County Council and Havant Borough Council will be funders of the project.

          The Sure Start Early Years Centre will include a 90 place full day care nursery for children aged 0 - 4 years, a community centre, crèche, information centre, toy library, training centre, interview/assessment rooms, health facilities and administration suites. An additional classroom to be provided through the Government's Key Stage 2 Initiative (KS2) will be included with the Early Years Centre contract.3. DETAILS OF SITE

          LOCATION

          Warren Park Primary School is located at Sandleford Road, Havant.

          ADJOINING LAND AND BUILDINGS

          The school site is bounded on all sides by residential accommodation. Further to the north-west is the A3 (M) with Horndean beyond, to the north-east is Sir George Staunton Country Park and the town of Havant lies to the south.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 7.00 acres (2.84 hectares). The DfES guideline for a school of this size is 4.00 to 4.55 acres (1.62 to 1.84) hectares.

          PLANNING POSITION

          A detailed formal Planning Application was submitted to the County Planning Officer during January 2002 and a decision is expected during April 2002.

          SUITABILITY FOR PROJECT

          Following the grant of a Sure Start Project by the Government for the Warren Park ward, the Director of Property, Business and Regulatory Services has developed the new Early Years Centre in consultation with all parties within the Sure Start Partnership, the Headteacher and Governors of the school and the local community.

          These proposals will also provide one additional classroom using funding from the Key Stage 2 Initiative.

          RESULTS OF TRIAL BORE HOLES

          Information obtained from a previous development on this site have been used in the development of this project.

          A site investigation has revealed ground conditions to be made ground to depths of up to 0.7m, overlying weathered London Clay to depths of 3.2 to 3.9m overlying London Clay to a depth of 4.0m.

          Foundations for the proposed structure will be strip footings and pad foundations.

          ACCESS

          Vehicular access to the school is from Sandleford Road to the east of the site. The car park is divided into two areas on this site, the first is located along the eastern boundary adjacent to the main vehicular entrance and the second is positioned to the north of the entrance where there is also a mini bus garage. Pedestrian access can be made from Sandleford Road and also from The Warren to the west of the site.

          For the duration of the construction works it is proposed that the contractor shares the only vehicular entrance with all other site traffic. This arrangement will be managed with the school to ensure safety to pedestrians at all times. A contractors compound, with appropriate fencing, will be established to the west of the site adjacent to the proposed new building.

          Prior to the commencement of the building works an existing path will be extended from the main entrance in the east, around the northern elevation of the building and onto the area of the proposed new building. This will be used by the contractor for the duration of the works and upon completion will be reinstated to form a new pedestrian pathway providing a curving east/west route through the site to give access to the Centre. The existing pedestrian entrance from The Warren will connect to this pathway, providing secure pedestrian access from both entrances, safe movement around the site and encouragement of pedestrian access to the site rather than by vehicles.

          COMMENTS ON SITE LAYOUT

          The school site is roughly hexagonal in shape with the school buildings positioned towards the east. There are two main areas of hard play court located to the south of the school and in the south-east corner of the site. The playing field adjoins the two hard play areas and extends across the southern boundary of the site.

          COMMENTS ON SITE LAYOUT continued...

          It is proposed that the new Early Years Centre be constructed to the western elevation of the existing buildings on an area of grass. The chosen position of the new Centre will allow the creation of outside play areas for the school, a quiet brick paved courtyard and covered outside play areas between the existing and new building.

          The additional teaching space and link will adjoin the north-west elevation of the existing school building.

          MAINS SERVICES POSITION

          Existing mains services are considered to be of a sufficient capacity to be extended as required to serve the proposed new accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          The main courtyard between the existing school and proposed new Centre will be divided into play areas for both the Nursery and the Early Years aged pupils attending the school, with dense soft landscaping in the middle. Secure fenced play areas will adjoin the eastern elevation of the nursery areas and will include covered play areas to allow open-air activities to continue during poorer weather. These play areas will be visible from the nursery rooms, the main reception area and administration office and each will have their own outside equipment store. Fenced west facing gardens will front the western elevation of each of the nursery rooms with views over the pedestrian pathway.

          A smaller brick paved courtyard located adjacent to the new café will offer a calm meeting place for staff and the community. To the south of the café and training suite will be a terraced area with shrubs and tree planting beyond.

          The pedestrian route that will be established from east to west across the site will be fenced and lined with trees. Light foliaged trees and dense small shrubs will be used in the courtyard areas and will also be used to help define playcourt areas. Throughout the site the trees will mainly be of Birch, Ash, Hornbeam and Accacia.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          In order to comply with the Key Stage 2 Initiative to extend the Primary School to provide an additional teaching space a single storey extension will be added to the north-west corner of the existing school to provide a new reception class base. The classroom will have a wet area and dedicated storage and will be accessible via a new link from the existing reception classroom or via a separate entrance on the north-west elevation which will also link to the new Centre.

          PLACES PROVIDED

          The new Nursery will provide 90 places for children aged 0 - 4 years.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The existing school building is of a SCOLA design built in the late 1960's. Additional accommodation in the form of a library, teaching block and link was added in 1980 and a further single storey classroom extension was constructed in 1997. The existing buildings on site are considered to be in a good condition.

          TEMPORARY BUILDINGS

          There are no temporary buildings located on this school site and none will be required either during or upon completion of these proposals.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          Owing to the design and location of the new building and its external play areas the new Centre and the school will combine well together on the existing Primary school site which is spacious and already has established soft landscaping and pedestrian access.

          The site will be greatly improved by the creation of landscaped play areas, terraces and gardens as well as the planting of many trees in different areas of the site.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The new Centre and the classroom extension have been designed and the materials chosen to compliment the appearance of the existing school building which is of a SCOLA design. The new building will be constructed of brick, timber and glass, which are long lasting and low maintenance materials. The multi-stocked bricks will have a patterned corbelled feature from ground floor level to the door/window/screen head height, which will co-ordinate the variety of window heights and sizes.

          The building will be flat-roofed but will be leavened by roof glazing and lanterns and the main nursery and community entrance area will have roof decks of natural timber. The café will have a central column with a radiating timber roof structure and a pointed faceted roof-light.

          FACILITIES FOR THE DISABLED

          The proposed new building will have level access and internally all thresholds will also be level. Doorways will be wide enough for use by those in wheelchairs and wide circulation areas have been incorporated into the design of the building along with an Assisted WC in each of the three zones. The choice and use of colour will help those with visual impairments and induction loops will assist those who are hard of hearing. Level access will be provided from the existing classroom to the new reception classroom.

          HEATING AND VENTILATION SYSTEMS

          A plant room has been incorporated into the new building to accommodate a new gas fired boiler and plant equipment. The boiler will serve a hot water system feeding under-floor heating throughout the building, which provides a safe and constant heat source. Ventilation will mainly be by natural means via opening windows and roof-lights. Mechanical ventilation will be provided in the kitchen areas and WCs.

          ENERGY EFFICIENCY OF BUILDING

          The building has been designed using robust, long lasting and low maintenance materials and insulation levels will be high in order to retain heat. The use of glazing and roof-lights will maximise the natural light potential in the building.

          The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been agreed by all parties in the Sure Start Partnership as being the most effective way in creating an Early Years Centre for the Warren Park ward whilst making best use of the Key Stage 2 funding to provide an additional classroom facility at Warren Park Primary School.

          CAR PARKING

          This project is aimed to provide facilities for the local community, the majority of which will use the pedestrian pathways from Sandleford Road to the east and from The Warren to the west of the site. The school already has a mini-bus service in operation and it is proposed that a dedicated mini-bus service be provided for the nursery.

          Taking this into account the scheme will include an additional fifteen car parking bays on the school site, one of which will be a dedicated disabled bay. Eight new bays will be added to the existing car park along the eastern boundary of the site, adjacent to the main vehicular entrance and a separate disabled car parking bay will be created further along the eastern boundary. The existing car park to the north of the school building will be extended to provide a further six parking bays.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, Executive Member - Education, Local County Councillor, Education Buildings Advisory Group, County Education Officer, Director of Social Services, County Planning Officer, Havant Borough Council, Sure Start, Single Regeneration Board, East Hampshire Primary Care Trust, Early Years Development and Childcare Partnership, Sure Start Centre Parent/Carer Group, Warren Park/Strouden Court Community Groups and the local community.

      5. THE BUILDING DEVELOPMENT

          The building has been designed to provide a safe and inviting environment for the local community that offers day care, learning, play, training, family support and local employment.
