1 APPOINTMENT OF CHAIRMAN

That Councillor M.S. Geddes be appointed Chairman for this meeting only.

2 DEPUTATION

The Committee received a deputation from Mr. Richard Ryder, Health and Safety Governor of Clatford CE (Aided) Primary School expressing concerns about the safety of the walking route between Upper Clatford and Clatford CE (Aided) Primary School (Minute No. 3 below refers).

3 SCHOOL TRANSPORT APPEAL - ANNA VALLEY AND UPPER CLATFORD TO CLATFORD CE (AIDED) PRIMARY SCHOOL

The Committee considered a report of the County Surveyor (Item 3 in the Minute Book) concerning the walking route between Upper Clatford and Clatford CE (Aided) Primary School.

The Committee also received a supporting representation from Councillor P.A. Pierce as Local Ward Member.

The Committee paid particular attention to safety factors along the route inspected and expressed concerns about the following points:-

· Frequency and speed of vehicles


· Unsatisfactory sight lines


· Narrow carriageway and pavement along the route inspected near Church View


· No space for pedestrians to step off the carriageway


· Unpaved areas


· Blind bends


Therefore, having carefully examined the route and weighed the arguments, the Committee concluded that the route between Upper Clatford and Clatford C.E. (Aided) Primary School was unavailable for children both unaccompanied and accompanied.

RESOLVED:

That the appeal be allowed.
