STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

(Client Department)

This project is part of the Winchester Movement and Access Plan (WMAP) programme and is one of a number of proposed schemes reported to the WMAP Panel on 11 September 2000. WMAP aims to increase the quality of life for residents of Winchester by catering for travel demand in a sustainable manner, with greater emphasis on the use of public transport, walking and cycling as alternatives to the car.

Major proposals are in preparation for the improvement of the traffic management regime along Romsey Road between High Street and Pitt Roundabout. These will be brought forward in a later project appraisal. In the interim it is possible to introduce an improvement to the Romsey Road/Stanmore Lane/Kilham Lane junction (see attached location plan). This will improve facilities for pedestrians, many of whom are pupils on their way to and from school, who cross the road at this busy junction.

ROAD IMPROVEMENT PROPOSAL (Client Department)

National/County network and policies

There is a clear need to enhance opportunities for cycling and walking in the Winchester area by making it both an attractive and safe option. The proposals will achieve and support these objectives.

Details of scheme and design standards

The scheme will consist of:

(i) a new pedestrian refuge on the Stanmore Lane arm, together with a dedicated phase for safer crossing movements;

(ii) an advanced stop line for cyclists on the Stanmore Lane arm; and

(iii) a revision of the signal phasing to allow the Kilham Lane and Stanmore Lane arms of the junction to operate separately. This will reduce the conflict between vehicles turning right out of both of these roads.

The scheme has been designed in accordance with Department for Transport, Local Government and the Regions and County Council specifications.

Environmental impact

There is expected to be only minimal environmental impact arising from these proposals.

Land requirements

No land acquisition required. All works to be confined within existing public highway limits.

Statutory procedures

No statutory procedures are anticipated at this stage.

Public consultation

No formal public consultation has been undertaken in light of the relatively small-scale nature of the project.

Local Member's Views

The local Member, Councillor Mrs Dickens - who is also on the WMAP Panel, supports these improvements.

Facilities for the disabled

The controlled pedestrian crossing at Stanmore Lane will provide an improved crossing facility for disabled people.

Maintenance implications

There will be minimal implications and these will be taken into account at the setting of the annual budget.

Crime and Disorder Act 1998

No impact.

Sustainability

The scheme will enhance the environment for walking and cycling, thus widening travel choice and reducing dependence upon the motor car.

No alternative arrangements were considered in view of the very limited nature of the project.
