1. Summary

1.1 The following decisions are sought:

      (i) That approval be given for the Chief Executive to conclude appropriate legal Agreements with Persimmon Homes in relation to the implementation, at no cost to the County Council, of junction and traffic management measures to North Warnborough Street/Queens Road, and to the making of a financial contribution of £142,000 towards the implementation of the North East Hampshire Transport Strategy.

      (ii) That, subject to the completion of these Agreements, there is no objection to the proposal for residential development on land at Queens Road, North Warnborough.

2. Reason

2.1 To ensure proper access to serve the development and to secure an appropriate level of financial contribution towards implementation of the North East Hampshire Transport Strategy (NEHTS).

7. Introduction

7.1 A full planning application has been submitted by Persimmon Homes to Hart District Council for the construction of 60 dwellings on land at Queens Road, North Warnborough. The site totals some 1.91 hectares and is located to the south of Queens Road with a pedestrian/cycle emergency link to West Street (see attached location plan).

7.2 The District Council supports this form of development in this location and has resolved to grant approval, subject to the conclusion of appropriate legal Agreements.

7.3 The local Member, Councillor Mrs Leversha, supports the principle of development.

8. Transportation Proposals

8.1 The site gains access from an extension to Queens Road, which is an adopted highway. In association with the development, it is proposed to carry out improvements to the junction of Queens Road with North Warnborough Street in order to improve geometry and reduce vehicle speeds. The improvements meet design standards and have been the subject of independent safety auditing.

8.2 The on-site layout includes provision for car, cycle and disabled parking to accord with the County Council's Car Parking Strategy 2002, with car parking levels complying with Planning Policy Guidance Note 3.

8.3 As part of the development the developer is required to provide a footway/cycleway/emergency link to West Street, which will be adopted under a Section 38 Agreement to be concluded by the District Council under the terms of the Agency Agreement.

8.4 The developer has agreed, in negotiation, to make a financial contribution of £142,000 towards the implementation of NEHTS, to secure appropriate highway, cycleway, public transport improvements, safety measures and traffic management measures in the local area.

9. Financial Implications

9.1 In the event of planning permission being granted the applicant has agreed, at no cost to the County Council, to:

      (i) implement an agreed scheme of works to improve the junction of Queens Road with North Warnborough Street; and

      (ii) make a financial contribution of £142,000 towards the implementation of NEHTS in the local area.
