Comprehensive Performance Assessment - Draft of Self Assessment

With the concurrence of the Chairman, under Section 100 (B)(4)(b) of the Local Government Act 1972, this matter is included on the agenda to ensure that the timetable for the Audit Commission Comprehensive Performance Assessment is met.

1. Summary
Under the Local Government White Paper `Strong Local Leadership - Quality Public Services' the County Council is required to complete a self assessment as part of the Comprehensive Performance Assessment model for submission by the beginning of May. This self assessment will inform the field work for the inspection by a team drawn from District Audit and representatives of other local authorities which will take place during May. This paper is the first draft of a self assessment and will form the basis for the challenge session with District Audit which follows the main Cabinet meeting.

2. Reason
The County Council is required formally to approve the self assessment submission as part of the process for the Comprehensive Performance Assessment. Following discussion of this draft, final approval will be at the Cabinet meeting on 29 April.
