AT A MEETING of the HAMPSHIRE FIRE AND RESCUE AUTHORITY - STANDARDS COMMITTEE held at The Castle, Winchester on 30 April, 2002

1 APOLOGIES
Apologies for absence were received from Councillors M. Gausden and Mrs. P. West.
2 MODEL CODE OF CONDUCT - GRANT OF DISPENSATIONS
The Committee considered the report of the Clerk (Item 1 in the Minute Book) outlining the circumstances in which the Authority's Standards Committee could grant dispensations to allow Members to take part in debates and vote in circumstances where otherwise the mandatory Code of Conduct would prohibit this.
Members were mindful that the Committee might need to meet at short notice to deal with such business and noted that the Clerk would make every effort to facilitate the required process.
RESOLVED:
That the Committee note and observe the circumstances in which it may grant dispensations under the provisions of the Relevant Authorities (Standards Committee) (Dispensations) Regulations 2002.
3 MODEL CODE OF CONDUCT FOR MEMBERS
The Committee received the report of the Clerk (Item 2 in the Minute Book) on the operation of the Authority's Model Code of Conduct for Members which had been adopted on 6 February, 2002.
The Clerk reported that within the Model Code of Conduct provisions there was a requirement for each Member to sign-up to the Code within 2 months and that inadvertently Councillor R. Smith of Southampton City Council had failed to do this. As a result Councillor Smith was no longer a member of the Authority.
RESOLVED:
That the report be noted.
4 WORK PROGRAMME - ITEMS SUGGESTED BY MEMBERS
The Committee considered the report of the Clerk (Item 3 in the Minute Book) on a suggested process whereby Members may suggest items for the Committee.
RESOLVED:
That the Committee adopts the procedure contained within the submitted report whereby individual Members of the Committee can request items to be considered.
