Adoption of Model Code of Conduct for Members

1. Summary

1.1. To approve the Model Code of Conduct for Members as recommended by the Authority's Standards Committee.

2. The Model Code of Conduct

2.1. The Model Code of Conduct was considered by the Standards Committee at its meeting on 14 March, 2002. A copy of the report is attached as an Appendix.

2.2. The Committee recommended that the Model Code be adopted by the Authority at its meeting today. Once adopted, the Authority must publish a notice in one or more local newspapers saying that the Code has been adopted and that it is available for public inspection. The Clerk will make arrangements to comply with this requirement and to also send a copy of the local Code to the Standards Board by the deadline of 6 May.

2.3. Once adopted, all Members are bound by the local Code and, in addition, they must agree in writing that they will observe it. Any Member who fails to sign up to the local Code within 2 months of it being adopted will cease to be a Member of the Authority. To avoid this situation, as recommended by the Standards Board, forms will be available at the meeting for Members to sign at the same time as the Code is adopted.

2.4. All new Members will need to sign up to the local Code before they take up their position.

RECOMMENDATION:

That the Authority's Code of Conduct for Members be adopted.
