1 Summary
1.1 The following decisions are sought:
· That the capital schemes not started by 31 March 2002, listed in the Appendix to the accompanying report, be carried forward to 2002/03.
· That the proposals to redeploy resources within the economic, cultural and community development programme contained in the Appendix be agreed.
2 Reason(s)
2.1 A number of capital schemes originally expected to start in 2001/02 were not committed by 31 March 2002 for various reasons as explained in the accompanying report. Approval is required for those to be carried forward and started in 2002/03.

1 Introduction
1.1 Approval is required to carry forward those capital schemes which were planned to start by 31 March 2002 but which, for the reasons set out in the Appendix to this report, will not now start until the current financial year.
2 Schemes to be carried forward
2.1 The total value of schemes to be carried forward for a start in 2002/03 is £19.2m. In addition, during the year a further £4.4m of Education schemes have been approved for carry forward to 2002/03. Including these Education schemes, 15.2% of the 2001/02 programme will have been carried forward to 2002/03. This is a smaller proportion of the programme than in 2000/01 and, as the table below illustrates, there has been a substantial increase in the value of projects started in 2001/02. This shows that the measures taken during the year to improve the delivery of the capital programme have begun to pay dividends. The percentage of the programme actually started during the year has increased from 67.4% in 2000/01 to 84.8% in 2001/02, despite the 2001/02 programme being much larger than the 2000/01 programme.

2.2 There are a variety of reasons why schemes have not started by 31 March 2002, as shown in the Appendix. A number of schemes are dependent upon specific negotiations and arrangements being made with third parties. There have also been some additions made to the programme part way through the year.
2.3 The largest projects not started by 31 March 2002 are:

A major increase in the Government's funding for the County Council's condition works for 2001/02 was not announced until November 2001. Programmes are being developed to ensure the funds are committed by the deadline of August 2002. |

2.4 The total value of these six large schemes is £9.9m which represents 51.6% of the total value of schemes for which approval to carry forward is now sought. About 60 smaller schemes and an unallocated provision make up the remaining £9.3m. All the schemes are listed in the Appendix.
2.5 Approval is sought for proposals included in the Appendix to redeploy resources within the economic, cultural and community development programme, which are not required for their originally planned purpose, to support alternative schemes in the Gosport area or to be transferred to revenue to finance two posts formerly financed by Konver grant.
2.6 It is recommended that approval be given to carry forward the schemes listed in the Appendix to 2002/03 subject to the latest estimated costs of the schemes being accommodated within the overall starts limits for 2002/03.
