AT A MEETING of REGULATORY COMMITTEE B held at The Castle, Winchester on Thursday 9 May 2002.

PRESENT:

1. APPOINTMENT OF CHAIRMAN

That Councillor E.F. Gale, MBE be appointed Chairman for this meeting only.

2. DEPUTATION

The Committee received a deputation from Mrs Jennings, Mrs Palmer and Mrs Pilley, expressing concerns about the safety of the walking route from Everton to Priestlands School, Lymington. (Minute No. 3 below refers).

3. SCHOOL TRANSPORT APPEAL - EVERTON TO PRIESTLANDS SCHOOL, LYMINGTON

The Committee considered a report of the County Surveyor (Item 3 in the Minute Book) concerning the walking route from Everton to Priestlands School, Lymington.

The Committee also received a supporting representation from Councillor A.W. Rice as local ward member.

The Committee paid particular attention to safety factors along the route inspected and expressed concerns about the section of route along Wainsford Road from Greenmead Avenue to Corbin Road. In particular the following points were made:-

      · Frequency and speed of vehicles.

      · Unsatisfactory sight lines.

      · No space for pedestrians to step off the carriageway.

      · Unpaved areas.

      · Blind bends.

    · Varying width of road.

    The Committee were also of the opinion that traffic levels had increased since the September 2000 appeal as a consequence of the diversions created by the gas works.


    Therefore, having carefully examined the route and weighed the arguments, the Committee concluded that the section of route along Wainsford Road from Greenmead Avenue to Corbin Road was unavailable for children aged 11 years or more attending Priestlands School both accompanied and unaccompanied.


    RESOLVED:

    That the appeal be allowed.
