1. Summary

1.1 The following decision is sought:

That approval be given to the introduction of on-street parking charges in Winchester.

2. Reason

2.1 On 6 March 2002 the Environment Policy Review Committee considered a report on the introduction of on-street parking charges in Winchester following a proposal presented by Winchester City Council (copy attached as an appendix).

2.2 The Environment Policy Review Committee resolved:

`That the County Council had no objection in principle to on-street parking charges (monies accruing to the County Council) but the charges levied must be determined by the City Council with the approval of the County Council.'

2.3 However, it has since been clarified that it is necessary for the County Council to give approval to the introduction of charges in principle. Once such approval has been given, the setting of the actual level of charge is a matter for the district council. The County Council's approval to the level of charge is not required.
