1. Summary
1.1 The following decision is sought:
That an Order be made under Sections 1, 2, 4, 32, 35, 45, 46, 49 and 51 of the Road Traffic Regulation Act 1984, the effect of which will be to restrict waiting and amend parking place provision in roads at Lymington, as specified in Appendix 4 of this report and shown on the attached drawing TS3616 and as per the detailed drawings which will be displayed at the meeting.
2. Reasons
2.1 The proposals have been developed from a coordinated review of roads at Lymington in close liaison with the local Member - Councillor Hayes, New Forest District Council Members, Lymington and Pennington Town Council and the Police, taking into account views and representations received from residents and local organisations. They are intended to:
(i) ensure that vehicles do not obstruct visibility at junctions, on bends or similar locations where road safety could be adversely affected;
(ii) reasonably maintain vehicle passage on important through traffic and local traffic routes, having regard to the interests of residents and commercial premises;
(iii) reduce the extent of some existing restrictions where traffic access needs have changed (Eastern Road);
(iv) reduce the hazards and relieve congestion caused by double parked delivery vehicles (Lymington High Street);
(v) retain the commercial viability of the town centre;
(vi) improve access to the town centre for those with mobility difficulties; and
(vii) improve the existing residents' parking scheme (Station Street) and consider an additional scheme (Southampton Road).
3. Other Options Considered and Rejected
3.1 Ninety-seven letters were received following the formal advertisement, 78 of which were objections and 19 gave support (see Appendix 1 for list of correspondents). Proposals for modifications/additions to the existing waiting restrictions in Captains Row and St Thomas Park are to be withdrawn from the Order. The proposal for Captains Row is withdrawn because of the large number of objections received from local residents to the changes. The proposal for St Thomas Park is also withdrawn pending re-advertisement of modifications to the original proposals which are significantly different from those advertised.
3.2 Appendix 2 summarises the proposals that are to be implemented as advertised in the draft Order. Appendix 3 summarises the advertised proposals which have been modified in the light of the objections received.
3.3 Councillor Hayes and other local representatives have been re-consulted under the normal agency arrangements by New Forest District Council and have confirmed their support for the proposals to be implemented as recommended in this report. The Police are also in agreement.
