1. Summary
1.1 The following decision is sought:
That approval be given to undertake public consultation and commence detailed design work on the six prioritised cycle routes in Andover, namely:
Scheme 1 Railway Station to London Street
Scheme 2 Monxton Road to Floral Way
Scheme 3 Viking Way to East Street
Scheme 4 Northern Avenue to the College
Scheme 5 Enham Lane to Charlton Road
Scheme 6 Eastern Avenue.
2. Reason
2.1 A feasibility report providing route proposals for these six prioritised cycle schemes has recently been completed by W S Atkins. These schemes have been selected from a high priority list to be implemented within the five year programme, subject to any land and legal issues being overcome.
2.2 It is considered that the six prioritised schemes should proceed to consultation to determine the views of all interested parties regarding the initial route proposals, and also for detailed design work to be progressed at the appropriate time.

Background
7.1 The feasibility report has established the priorities for cycle schemes in Andover. It is not possible to provide accurate cost estimates for the six prioritised schemes at this stage, however provisional feasibility estimates total approximately £500,000. The Local Transport Plan (LTP) 2001-06 allows for a total of £350,000 for pedestrian and cycle schemes as part of the programme for the Andover Transport Strategy. This funding will be supplemented by developer contributions, particularly that associated with the proposed major development area in Andover, in order to complete the priority schemes as far as possible within the LTP period.
7.2 In the short term it is suggested that precedence should be given to phasing sections of schemes which can be more easily implemented and which are justified on a basis of Safer Routes to Schools and links from the railway to the town centre. The following three scheme sections have been selected for progression:
(i) Scheme 1: Railway Station to Junction Road (this section contributes to a commuter route between the railway station, town centre and south/eastern town settlement areas);
(ii) Scheme 2: Floral Way - on-carriageway connection to Salisbury Road (this section contributes to a commuter route to the town centre and a safer routes to school link between the current route on Salisbury Road and the new John Hanson School); and
(iii) Scheme 5: Keil Drive to Saxon Way (this section contributes to a commuter route to the town centre/railway station via Charlton Road and part of the safer routes to school link to Harrow Way School and the northern settlements. It also provides a safer crossing on Goch Way).
