REPORT OF THE
EXECUTIVE MEMBER
EDUCATION
PART II
HAMPSHIRE EDUCATION INFORMATION COMMUNICATION TECHNOLOGY STRATEGIC PLAN
The Executive Member has approved the Hampshire Information Communication Technology (ICT) Strategic Plan, a document which aims to ensure that ICT can best serve the needs of Hampshire's learners. In summary the plan contains six development strands as follows:-
· Emphasis on the Curriculum and the needs of Learners
To enable learners to achieve maximum benefit from the use of ICT, and to be well prepared to operate in a technology dominated world, by facilitating and encouraging professional debate, continuing professional development, together with curriculum and organisational change.
· The Administration and Management of Learning
To develop ICT and use it effectively in order to enable learners and teachers to manage the almost limitless digital learning resources now available, and to tailor the learning process to individual learners.
· Anytime, Anywhere, Any Age Learning
To ensure that Hampshire learners, and also their teachers, parents or mentors where appropriate, can gain access to learning resources, programmes of study and learning management tools whether they be in the classroom, at home, in a library, at a specialist educational provision or elsewhere.
· Managing Data and Information
To develop whole service approaches to the use of data, data collection, storage, information handling and communication in order to lead to greater efficiency, reduced bureaucracy and more effective management.
· Improved Administrative and Service Delivery Processes
To use ICT to improve the efficiency and effectiveness of administrative and service delivery processes.
· To Develop and Maintain the ICT Infrastructure
To develop and maintain, in partnership with schools, other educational establishments and suppliers, an ICT Infrastructure that is capable of delivering the needs of the whole education service at minimum overall costs.
It is clearly of vital importance that there is effective training and technical support; an element of standardisation to ensure that schools' systems are compatible with each other and with the Education Service generally; and a need for Hampshire to keep in touch with national developments. The way forward is for schools to collaborate on the development and extension of integrated networks whereby they can share services and resources, to the benefit of staff and pupils of all abilities. The elements of standardisation and integration proposed should lead to economies of scale.
The Executive Member for Education has therefore adopted the Hampshire Education ICT Strategic Plan and has encouraged managers throughout the service to adopt its principles and directions.
