1. Summary

1.1. This report concerns various matters concerning appointments which require the approval of the County Council.

2. Appointments

2.1. Part 1 of the Local Government and Housing Act 1989 requires the County Council each year to review proportionality on committees. The existing proportionality arrangements were agreed by the Council in September 2001 as follows:

2.2. On the agenda for this meeting of the Council there are two proposals which

affect the allocations between political groups: the formal establishment of an

Educational Special Needs Panel of 8 members (5:2:1) and the merger of two

Transport Strategy Panels into one so reducing allocations by 3:2:0. The Inspection Advisory Panel (2:1:1) has also been wound up following the transfer of its responsibilities to National Care Standards Commission.

2.3 The revised totals are proportionate and are as follows:

3. Chairmen and Vice-Chairmen of Committees

3.1. Standing Order 34 (b) requires the Council, at its Annual Meeting to appoint the Chairman and a Vice-Chairman for every committee of the Council, all of whom shall be members of the Council. Minority party chairmanship of Policy Review Committees was one of the issues raised at the Members' Seminar reviewing operation of the Constitution. The existing arrangements are:
