Primary School Provision in South West Basingstoke

1. Summary
1.1 To note responses from the consultations and the views expressed by the Education Policy Review Committee.
1.2 To agree the following option for the organisation of primary education in
South West Basingstoke:
· closure of Beech Down Primary School.
· increase the present 420 place capacity at St. Mark's Church of England (Aided) Primary School, Hatch Warren to 630 places in response to likely future demand for places, together with a unit for children with emotional and behavioural difficulties.
· provision of an extra classroom and ancillary accommodation at Chalk Ridge Primary School.
· provision of additional permanent accommodation at the Manor Field Infant and Junior Schools to be discussed with those schools' governors.
· Early Years provision in the north and the south of the area.
· replacement of the temporary classrooms at Hatch Warren Infant and Junior Schools with permanent classrooms and appropriate infrastructure.
1.3 To approve the publication of public notices:
(a) That public notices be published, in accordance with Section 28(1) of
the School Standards and Framework Act 1998, of the County Council's intention to close Beech Down Primary School, with effect from 31 August 2004.
(b) That the County Council concurs with the publication of public notices by the governing body of St. Mark's Church of England (Aided) Primary School, to enlarge the school to a total of 630 places, and to establish a unit for children with emotional and behavioural difficulties, with effect from 1 September 2004.
(c) That additional accommodation be provided at Chalk Ridge Primary, Manor Field Infant and Manor Field Junior Schools, and for Early Years needs in the Brighton Hill and Hatch Warren areas, the details of which are to be submitted for approval as part of the education capital programme in due course.

2. Reason
2.1 To establish a strategic plan for Primary School provision which meets the
needs of local communities in south west Basingstoke, and which reflects declining Primary School rolls in the north of the area and increasing numbers of children in the south of the area.
3. Other options considered and rejected
3.1 Rebuilding of Beech Down Primary School on its current site, either at its
current size of 300 places or on the basis of reduced capacity with 210 places.
3.2 Rebuilding Beech Down Primary School as a 210 place school on the Beggarwood
Lane development.
4. Conflicts of interest declared by the decision maker or a member or officer consulted - not applicable.
5. Dispensation granted by the Standards Committee - not applicable.
6. Reasons for the matter being dealt with if urgent - not applicable.
