AT A MEETING of the CRIME PREVENTION PANEL of HAMPSHIRE POLICE AUTHORITY held at Westgate Chambers, Staple Gardens, Winchester on Thursday 23 May, 2002

94 MINUTES

The Minutes of the meeting of the Panel held on 14 February, 2002 were confirmed as a correct record and signed by the Chairman.

The Consultant advised the Panel that the grant of £4,505 awarded to this initiative had been returned to the Authority as the project had not proceeded.

95 CRIME PREVENTION PANEL - ANNUAL REVIEW 2001/02

The Panel considered a report of the Clerk (Item 3 in the Minute Book) on the draft Annual Review for 2001/02 which was distributed as an A5 size booklet for the Panel to view.

Members were asked to provide any comments on the content of the document directly to the Media Services Officer at the earliest opportunity.

RESOLVED:

      (a) That the Annual Review for 2001/02 be approved.

      (b) That the proposed distribution list be agreed.

96 REVIEW OF ANNUAL GRANTS MADE TO VOLUNTARY ORGANISATIONS

The Panel considered a report of the Consultant (Item 4 in the Minute Book) on the award of annual grants to charitable organisations.

Members were reminded that the Panel now had the responsibility for administering a series of grants previously agreed by the full Authority. The report set out a brief resume of grants currently allocated to nine organisations with a recommended grant award for the financial year 2002/03. The reports recommendations took account of any requests for increases.

RESOLVED:

      (a) That in 2002/03, financial assistance be awarded to the following organisations in the sum indicated:-

      Hampshire Federation of Victim Support Schemes 22,000
      Isle of Wight Victim Support Scheme 3,000
      Southampton Rape Crisis and Sexual Abuse

      Basingstoke Rape and Sexual Abuse Crisis Centre 2,000
      Portsmouth Area Rape Crisis Service 6,000
      Hampton Trust 25,000

      (b) That it be a RECOMMENDATION to the full Authority that, for the reasons specified in Paragraph 7 of the report, the grant to the following organisation be increased in 2002/03:

      Winchester Area Community Action Rape and Sexual Abuse Counselling Service from £2,000 to £2,500

97 APPLICATIONS FOR FINANCIAL ASSISTANCE

The Panel considered a report of the Clerk (Item 5 in the Minute Book) on requests for financial assistance.

RESOLVED:

That contributions totalling £63,050 be made to the organisations specified in Appendix 1 to the minutes.

[NOTE: Mrs. J. Griffin, JP declared an interest in respect of Item 5 on Appendix 1 and left the room whilst the item was discussed.]

98 PROGRESS REPORTS

The Panel considered a report of the Consultant (Item 6 in the Minute Book) which summarised the monitoring and evaluation reports which had been received from organisations since the last meeting.

RESOLVED:

That the report be noted.

99 NEIGHBOURHOOD WARDENS

The Panel considered a report of the Consultant (Item 7 in the Minute Book) on the introduction of neighbourhood wardens, community support officers and other similar posts designed to deal with some of the issues associated with crime and the fear of crime particularly in residential areas as part of a number of Government initiatives.

RESOLVED:

That it be a RECOMMENDATION to the full Authority that for the reasons outlined in the report, whilst supporting the aims and objectives of neighbourhood warden schemes, Police Authority funds should not be used to initiate or support them.

100 EXCLUSION OF THE PRESS AND PUBLIC

RESOLVED:

That, by virtue of Paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting for consideration of the following item.

101 CRIME PREVENTION CONSULTANT

The Panel considered a confidential report of the Clerk (Item 9 in the Minute Book) on the continued appointment of the Panel's Crime Prevention Consultant for a further year with effect from 1 August, 2002.

Members paid tribute to the work of the Consultant whose role continued to be crucial and enabled the Panel to make decisions to award grants on the basis of the best information available.

RESOLVED:

That the appointment of the Crime Prevention Consultant be extended for a further two years with effect from 1 August, 2002 at a cost of £10,500, with the cost being met from within the Crime Prevention Panel's budget in 2002/03, and that in addition travelling expenses may be claimed.
