1. Introduction

1.1 This report considers an application for financial assistance in 2002/03 from Hampshire Netball, the umbrella organisation that co-ordinates the work of the 3 netball associations that cover Hampshire.

2. Legal Implications

2.1 The County Council is able to utilise its powers under the Local Government (Miscellaneous Provisions) Act 1976 to provide assistance of any kind for recreational facilities. Section 19 of the Act enables the Council to contribute by way of a grant or loan towards the expenses incurred or to be incurred by any voluntary organisation in providing any recreational facilities which the authority has power to provide. The powers include the provision to provide for buildings, equipment, supplies and assistance of any kind relating to athletic, social or recreational purposes.

3. Financial Implications

3.1 The Recreation and Heritage Committee's budget for 2002/03 for this programme is £166,000 at November 2001 prices. On 4 April the Executive Member - Recreation and Heritage approved grants totalling £163,100 leaving an amount of £2,900 for distribution later in the year.

3.2 A proposal to allocate £1,500 is set out in Appendix 1. If approved, £1,400 would remain for the rest of the year.

3. Recommendation

4.1 That a grant of £1,500 be allocated to Hampshire Netball to enable them to continue to employ their development officer.

Hampshire Netball is the `umbrella' group for the three netball associations covering Hampshire who come together to work on areas of common interest including performance and excellence work, newsletters, a directory, delivery of courses to schools, return to netball courses and Active Sports. To help them deliver this work they employ a full-time netball development officer. The associations have been working towards this post being sustained through affiliation fees and that financial objective has almost been achieved. For 2002/03 there is a shortfall of £1,500. From next year they anticipate that they will be able to cover the full costs of this post.
