1. Summary
The following decision is sought:
That the Strategic Plan for the Hampshire Outdoor Service for 2002/3 - 2004/5 be accepted.
2. Reasons for the Recommendation
In order to guide development of the Outdoor Service in Hampshire and to direct and influence activity to deliver the County Council's Corporate aims it is necessary to adopt a Strategy for the Outdoor Service. The Recreation and Heritage Policy Review Committee endorsed the attached draft strategy at its meeting held on 23rd May 2002.

1. Summary
1.1 This report seeks the views of members on the attached draft strategic plan for the Outdoor Service covering the period 2002/03 to 2004/05.
2. Current Position
2.1 This is the first service-wide strategic planning experience for the Outdoor Service. It aims to assist members, staff and partner organisations to focus on the priorities for the service for the next three years.
3. Draft Strategic Plan
3.1 The draft plan includes core information about the service and places it in context with the national education and lifelong learning agenda.
3.2 It also proposes to build on the very successful partnership with the Education Service and to work more closely with young people, particularly the hard-to-reach.
3.3 The plan contains strategic action plans for the key areas of development which, if adopted, will form the work plan for service development over the next three years.
3.4 The service is constantly improving and working hard to expand its capacity from within its own resources in order to meet demand. The next three years will be particularly challenging as the Outdoor Service strives to play its part in delivering the Public Service Agreement and the outcomes arising out of the Community Strategy process.
Recommendation
That the Policy Review Committee endorse the draft strategic plan for the Outdoor Service for the period 2002/03 to 2004/05 and request that the Executive Member - Recreation and Heritage adopt it as the County Council's strategy for the Outdoor Service.
