1. Summary

1.1 This report relates to the Hamble Estuarine Management Plan (April 2002) which has now been circulated to Members for consideration and comment. This Plan is one of a portfolio of plans being prepared for the future sustainable management of the Estuary.

2. Report

2.1 Work to produce an Estuarine Management Plan has been proceeding for 18 months, with regular `workshops' being held, involving representatives of the many and various stakeholder groups. These `workshops' produced a number of topic-related policies which were discussed at a Stakeholder Day held at the Warsash Sailing Club on 29 November 2001.

2.2 Resulting from these deliberations, the draft Estuarine Management Plan has been prepared. Copies of the draft plan are also being forwarded for response from:

(i) statutory agencies - English Nature, the Environment Agency;

(ii) local Borough Planners;

(iii) Parish and Residents' Associations;

(iv) all workshop and stakeholder participants; and

(v) marinas, boatyards and their representatives.

Additionally, an informative `flyer' is to be circulated via free newspapers to some 12,000 local residents, inviting them to view the document and to comment on or support the policies proposed.

2.3 A small display, together with additional copies of the draft plan, will be open to the public in the Visitor Centre to the Harbour Office at Warsash during office hours daily throughout the consultation period.

2.4 On completion of the consultation, all contributions received will be collected and a definitive plan finalised for approval by the Executive Member for Environment before implementation.

Recommendation

That Members consider the Estuarine Management Plan and respond to the consultation prior to it being approved by the Executive Member for Environment.
