Membership of Committees and Other Bodies

Report of the Clerk

1. Since its last meeting on 22 May, 2002, the Clerk has been advised of a change in the County Council's Liberal Democrat membership on the Authority; Councillor B.D. Dash replacing Councillor Mrs. P.G. Holden-Brown.

2. As a result, there is a Liberal Democrat vacancy on both the Finance and General Purposes Committee and on the Community Fire Safety Task Force Group. It is suggested that Councillor Dash fill these two places.

3. The Authority is invited to fill the two vacancies at this meeting. In future, the Authority may feel that to give a more prompt and flexible means of responding to political groups' wishes, the Clerk be authorised to approve changes in Committee Membership rather than await the formal approval of the Authority.

4. European Convention on Human Rights and the Human Rights Act 1998

4.1. The proposals within this report are compatible with the provisions of the European Convention on Human Rights Act 1998.

RECOMMENDATION:

(i) That the Authority appoint Councillor B.D. Dash in place of Councillor Mrs. P.G. Holden-Brown on the Finance and General Purposes and on the Community Fire Safety Task Force.

(ii) That the Clerk be authorised to approve changes in Committee Membership where proportionality rules apply.
