Report of the Clerk
1. Introduction
1.1. At its meeting on 30 April, 2002 the Authority considered a report on the implications of the Race Relations (Amendment) Act 2000.
2. Race Equality Scheme
2.1. In particular, the Authority was required to prepare and publish a Race Equality Scheme by 31 May, 2002, setting out how it plans to meet the general and other specific duties contained in the Act to promote race equality.
2.2. Responsibility for approving the Scheme within the deadline was delegated to the Chairman and the Clerk and the Authority's Scheme was duly published on its website on 31 May, 2002.
2.3. A copy of the Race Equality Scheme is attached to this report as an Appendix.
2.4. The Authority has a two-fold responsibility to meet the new duties in respect of its own functions and to ensure that the Force also meets the new duties. A copy of guidance issued by the Association of Police Authorities in relation to this monitoring responsibility is attached as Appendix B to the report.
2.5. The Chief Constable intends to report to the Authority on his Race Equality Scheme in July.
2.6. A briefing session for Members and staff of the Authority in relation to the new duties will take place in the informal session following the meeting of the Authority in July and further training will be arranged under the auspices of the Association of Police Authorities as it becomes available.
3. Future Action
3.1. The Authority's Race Equality Scheme is a living document which will need to be regularly revisited and revised to meet changing developments and needs. Opportunities will be taken to review the Scheme alongside those of other police authorities in order to identify good practice to assist the Authority in meeting its race equality duties.
