RECOMMENDATION:
That the building design project appraisal for the scheme to form a new Primary School in the premises of Sharps Copse Junior School be approved.

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Landlord Funded Work connected with this Scheme
A contribution of £130,000, excluding fees, has been made from the Policy and Resources Committee's 2002/03 New Deal for Schools (NDS) Condition fund as a contribution towards upgrading the mechanical and electrical services in the existing building.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,175 per m2
The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs
It is anticipated that the additional fuel cost for the new school will be in the order of £3.30 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
Following a detailed review of Primary School places within the Leigh Park area the decision to amalgamate Sharps Copse Infant and Junior Schools to create a one and a half form entry Junior School was agreed by the Education Committee in October 2000.
A successful bid was made to the Department for Education and Skills (DfES) to fund the necessary adaptations and this Building Design Project Appraisal details the extensions and improvement works to be undertaken.
On completion of the project the school will have the permanent capacity for 330 places. It is also intended to place a double temporary classroom onto site to help with the accommodation pressures during the building project and with the bulge in pupil numbers running through the school prior to the new standard number of 45 coming into effect.
3. DETAILS OF SITE
LOCATION
The new Primary school will be located on the site of the existing Infant and Junior Schools, at Prospect Lane, Havant.
ADJOINING LAND AND BUILDINGS
The existing schools are located within a residential area on the eastern side of the Borough of Havant. Prospect Lane forms the western boundary to the site and Baybridge Road forms the northern boundary to the site.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 6.6 acres (2.67 hectares). The DfES guideline for a school of this size is between 3.31 to 3.78 acres ( 1.34 to 1.53 hectares).
PLANNING POSITION
A detailed formal Planning Application for this scheme was submitted to the County Planning Officer during May 2002 and a decision is expected during July 2002.
SUITABILITY FOR PROJECT
The proposal to form a new Primary School will realise the need to reduce surplus places in Havant, in line with a future projected drop in pupil numbers in the area.
At the same time the proposals constitute a school improvement proposal within the Leigh Park Education Action Zone.
The proposals outlined is this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the Schools.
RESULTS OF TRIAL BORE HOLES
The Structural Engineer has advised that a new soil investigation will not be required for the proposed extensions as sufficient information exists from previous developments on this site.
The proposed foundations will be trench fill, deepened locally to deal with the potential effects of clay desiccation caused by nearby trees.
ACCESS
Vehicular and pedestrian access to the site is from Baybridge Road in the north-east corner of the site and this arrangement will remain unchanged.
Access to the new Primary School will be enhanced by the provision of a dedicated pedestrian path, which will lead visitors directly to a newly created main entrance/reception area. The footpath will also improve safety on this site for pedestrians.
COMMENTS ON SITE LAYOUT
The site is of a rectangular shape and slopes from the highest point in the north to the south with a fall of about 0.8 metres. The Infant School building is located in the south east corner of the site with the Junior School positioned to the north of the site, with its hard play areas located along the northern boundary. The main vehicular entrance and car parking facilities are located in the north-eastern corner with the playing fields positioned in the south west of the site.
The new Primary school will occupy the Junior School building to the north of the site. The proposed classroom extensions will be constructed to the north elevation and the south-west corner of the existing building with a smaller extension to the south-east corner. The external play areas will remain unaltered.
A garage located to the west of the existing building will be demolished to make way for additional car parking bays in this area.
MAINS SERVICES POSITION
Existing mains services will be extended as required to serve the proposed new accommodation. A new electrical sub main cable will be required to serve the building.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping associated with these works will comprise:
- perimeter paving to the two extensions
- new pedestrian footpath from Baybridge Road
- new post and rail fence to divide the school playground
- planting to the new main entrance / courtyard area
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct two single storey extensions to the north-west and south-west corners of the site. The extensions will provide:
- two infant classrooms, each with stores
- SEN classroom
- staff workroom
- resource area
- cloakroom
A third smaller extension will be constructed to the south-east corner of the building to provide a staff workroom, which will adjoin the existing staff room. The Headteachers office, which currently adjoins the staff room, will be relocated elsewhere in the building. Part of the existing Headteacher's office will be converted to form part of the new enlarged staff room. Male and female staff WCs, an Assisted WC and a staff shower will be provided in this area.
As part of these proposals a new reception and administration suite will be created to the northern elevation of the building which is currently used as an open resource area. At present the main school reception, located to the east of the building, is only accessible via steps. By relocating the reception level access will be obtained and clearer access to the kitchen, for deliveries and maintenance requirements, will be made possible. The new reception will be fitted with a canopy to help define the entrance and will provide good views across the courtyard and the playground, which will improve site security.
The new reception will comprise double doors opening onto an entrance lobby, with the reception desk and school administration office and a separate Medical Inspection room to the east and Headteacher's and Deputy Headteacher's office to the west. The existing pupil WCs in this area will be reorganised and refurbished to provide dedicated Key Stage 1 and Key Stage 2 WCs for male and female pupils. The corridor leading to the new two-classroom extension will be widened and male WCs for Key Stage 1 pupils will be formed.
The existing first floor female WCs will be upgraded and refurbished and first floor classrooms will be redecorated and will have new ceilings and lighting. A partition will be provided between two existing first floor classrooms to enable the rooms to be used as one large teaching space.
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED continued
Further alterations to the existing building will comprise the conversion of:
- library to music/drama
- large SEN area to library
- music/drama to IT Suite
- secretary/MI room to SEN/multi use room.
As part of these proposals the electrical and mechanical services throughout the building will be replaced or upgraded. This will include:
- new electrical sub main cable and supply
- overhaul of gas heating system
- complete re-wire of the building
- new mechanical ventilation systems
- upgrade of electrical services
- upgrade fire alarm system throughout
- installation of lightning protection system
PLACES PROVIDED
Upon completion of this project the new Primary School will provide 330 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The proposed new Primary School will be provided in the existing Junior School building. A nursery facility that currently operates in the Infant School building will remain.
During the contract the Infant School building will be used to decant pupils from the Junior School whilst works are carried out.
TEMPORARY BUILDINGS
A double classroom building will be sited to help with accommodation pressures during the building project and with the bulge in pupil numbers running through the school.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The extensions to the existing Junior School have been designed and materials chosen to match or compliment the form and materials of the existing building.
Additional low level planting will enhance the already landscaped area adjacent to the proposed new reception and a new pedestrian pathway will help define pedestrian areas around the site.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The extensions will be of a single storey traditional brick construction with a clay tile covered pitched roof and timber framed double glazed windows.
FACILITIES FOR THE DISABLED
The school is situated on a sloping site and currently does not have level access. By relocating the main entrance and reception to the northern elevation of the building, level access will be made possible. The new extensions will be level at the point which they adjoin the existing building.
An Accessible WC will be included in the building.
HEATING AND VENTILATION SYSTEMS
The existing gas fired low-pressure hot water system feeding radiators and fan convector heaters will be extended to serve the proposed new extensions.
Ventilation to the teaching areas will be by natural means via opening windows. A new mechanical ventilation system will be installed to serve the kitchen and WCs.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
As a result of the predicted future drop in pupil numbers in the Havant area the County Education Officer has undertaken a review of Infant and Junior School places. The proposals not only address the need to reduce the high forecast number of surplus places in the area in September 2004 but also provide improved educational opportunities for pupils to attain high standards in Key Stage 1 and 2.
CAR PARKING
The existing garage, which is in a poor condition, will be demolished to make way for additional parking bays and upon completion of this project the Primary School will have 20 car parking spaces, one of which will be a dedicated disabled car parking bay.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, Havant Borough Council, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will provide accommodation for the Infant aged pupils on the ground floor, with Junior aged pupils on the first floor. The remainder of the ground floor will accommodate specialist and ancillary accommodation.
