1. Summary

1.1. The following decision is sought:

That the County Council enter into a new contract for recruitment advertising and strategy advice. The new agency to be Bartlett Scott Edgar. The period of the contract to be a minimum of 1 year, the end date to be subject to further review depending on the implementation of SAP and the development of a corporate recruitment shared service centre. The end date not to exceed 4 years.

2. Reason

2.1. To provide a recruitment advertising facility across the Council (excluding the contract with schools) and other recruitment strategy advice to the Council to help position it in the employment market, promoting the Council's employer brand.

3. Other options considered

The tendering and selection process were undertaken in accordance with the required procedures, including advertising in the European Journal. Five companies were selected at the final shortlisting stage and the assessment was made against pre-determined criteria.
