1. Summary

1.1 The following decision is sought:

      That approval be given for a grant of up to £6,373 towards the repairs to the masonry and roof of St Cross Hospital, Winchester. The grant to be paid on satisfactory completion of the work in accordance with the standard conditions and attached conditions.

2. Reason

2.1 To contribute to the costs of repairs to stonework, flintwork, lead roof and rainwater goods at St Cross Hospital Chapel. The building is listed Grade I.

3.1 Not to give a grant.

7. St Cross Hospital dates from C12, and it is one of Winchester's most important historic buildings. These works represent a phased programme of repairs to the building to secure its long term future.

8. The estimated cost of the work is £63,733 and the proposed grant offer represents 10% of the eligible cost.

9. In addition to the standard conditions the following conditions would apply:

      (i) prior to works commencing the extent of repointing and the mortar mix to be used should be agreed with the County Planning Officer;

      (ii) replacement rainwater goods should be in cast iron - the internal (only) surfaces of the gutters to be painted with bitumen paint after fitting; and

      (iii) all new lead work should be carried out in accordance with the latest recommendations of the Lead Sheet Association.

10. Under Section 57 of the Planning (Listed Buildings and Conservation Areas) Act 1990 the Council has powers to contribute towards the expenses incurred in the repair or maintenance of a listed building in, or in the vicinity of, Hampshire, or of a building in Hampshire which is not listed but appears to the Council to be of architectural or historic interest.
