Employee Relations Policy

Introduction

1.1

The review of Personnel policies and procedures has identified a need to formalise the policy in relation to employee relations. This will be achieved by the production of a new Service Order.

Background

2.1

At present there is no single Service Order that specifically relates to the subject of employee relations, however, there are a number of Service Orders relating to employee relations matters but which currently do not fall within a recognisable grouping.

2.2

The Service entered into a Workplace Partnership Agreement with its recognised representative bodies in 1999 and much positive and constructive joint working has come from this since then. However, this important arrangement, together with other matters involving employee relations, has not been formally recognised in the form of a Service Order.

2.3

The current Service Order on Crewing Levels and Leave has a Section on Time Off For Public/ Trade Union Duties, however, in today's climate and with the closer working arrangements between management and trade unions, there is a need for clarity in these arrangements. This will ensure that the Service continues to discharge its duties and responsibilities as a public body yet also provides a realistic facility which can be approved, recorded and monitored to allow the continuation of the positive contribution made by the trade union officials in the work of the Service.

New Service Order 1/10/1, Employee Relations

3.1

The proposed service order will be split into three sections covering:

· Recognition

· Workplace Partnership

· Facilities Agreement

3.2

The Service recognises the benefits of working in partnership with the representative bodies in the development of this new Service Order and will actively encourage their contributions in this regard.

Financial Implications

4.1

The introduction of this Service Order may require the commitment of additional resources, yet to be defined. If this cannot be achieved within existing resources, a separate budget bid may be made as appropriate.

5.1

The proposals within this report are compatible with the provisions of the European Convention on Human Rights and the Human Rights Act 1998.
