ITEM 1
AT A MEETING of the CABINET of HAMPSHIRE COUNTY COUNCIL held at The Castle, Winchester on Monday, 24 June 2002.

100 MINUTES
The Minutes of the meetings held on 27 and 28 May 2002 were each confirmed as a correct record.
101 CHAIRMAN'S ANNOUNCEMENTS
The Leader reported briefly on an encouraging meeting held with the Audit Commission's Corporate Assessment Team immediately prior to the commencement of the Cabinet meeting.
102 SUSTAINABLE FOOD AND FARMING
The Cabinet considered the report of the County Planning Officer (Item 3 in the Minute Book) on the report of the Policy Commission on the Future of Farming and Food and the subsequent Government consultation document entitled, "Sustainable Food and Farming".
The Cabinet endorsed strongly the findings of the Policy Commission and, in addition to responding formally to the Department for the Environment, Food and Rural Affairs, urged the Government to accept fully the recommendations of the Policy Commission Report, including in particular those relating to modulation. It was also agreed that the full text of the County Council's response be circulated to Hampshire Members of Parliament, the National Farmers' Union, the Country Land and Business Association and such other bodies as the officers may consider appropriate. A copy of the substantive decision sheet is set out as Appendix 1 to these Minutes.
103 COUNCIL TAXPAYERS' ENQUIRIES ABOUT THE 2002/03 BUDGET
The Cabinet considered the report of the County Treasurer (Item 4 in the Minute Book) which summarised statistics on the letters and telephone calls received as a result of the County Council's 2002/03 Council Tax and Budget. The Cabinet adopted the recommendation and a copy of the decision sheet is set out as Appendix 2 to these Minutes.
104 MEMBERS' ATTENDANCES AT CONFERENCES AND SEMINARS - APRIL - JUNE 2002
The Cabinet considered the report of the Chief Executive (Item 5 in the Minute Book) on the approvals by him, after consultation with the Leader of the Council or other appropriate Executive Member, of Members' attendances at conferences and seminars. The Cabinet adopted the recommendation, subject to certain changes to the details of attendances, and a copy of the substantive decision sheet is set out as Appendix 3 to these Minutes.
105 PERSONNEL AND TRAINING PRIORITIES
(The Cabinet did not consider that this report was of a confidential nature and accordingly discussed it in open session).
The Cabinet considered the report of the County Personnel and Training Officer (Item 7 in the Minute Book) which identified the current position on the main activities of the Personnel and Training Department. The Cabinet adopted the recommendation and a copy of the decision sheet is set out as Appendix 4 to these Minutes.
106 EXCLUSION OF THE PRESS AND PUBLIC
RESOLVED:
That, by virtue of paragraph 9 of Part I of Schedule 12A of the Local Government Act 1972 the press and public be excluded from the meeting for consideration of the following item.
107 NURSING CARE INVESTMENT STRATEGY
The Cabinet considered the confidential report of the Director of Social Services and the Director of Property, Business and Regulatory Services (Item 8 in the Minute Book) on the demand for additional registered nursing home capacity arising from current deficits, anticipated future market changes, service trends and demographic trends. A full discussion ensued during which the officers and the Chief Executive of the Hampshire and Isle of Wight Strategic Health Authority answered detailed Member questions. In conclusion, the Cabinet adopted the recommendations and in addition requested that a further report providing more details of proposals to meet current and future deficits and provisions be submitted to an early future meeting of the Cabinet. A copy of the confidential substantive decision sheet is set out as Appendix 5 to these Minutes.
