25. MINUTES
The Minutes of the meeting held on Tuesday 5 February 2002 were confirmed as a correct record and signed by the Chairman.
Matters arising thereon:
Minute 15 - Categorising Schools by their Quality 2001/02
The County Education Officer reported on the sizes of primary schools that had been judged in the annual categorisation, in 2002, to be highly effective, in need of some improvement or in need of substantial improvement. Analysis revealed no discernible pattern and nothing to suggest that school size is, of itself, a factor that relates to a school's effectiveness. Other factors, especially the quality of leadership, management and teaching were much more important.
The County Education Officer further reported that there was a higher proportion of primary schools that required improvement than junior or infant schools. This would be reviewed in the autumn and winter of 2002-2003 to establish if the pattern is repeated, but the view of Attached Inspectors who made the judgement was that it may simply be more difficult for schools to be effective across two key stages, than one.
26. ANALYSES OF THE LOCAL EDUCATION AUTHORITY'S STATISTICAL PROFILE
The Panel considered a report of the County Education Officer (Item 2 in the Minute Book) summarising the Office for Standards in Education (OFSTED) statistical profile for Hampshire in standards achieved by pupils in the County at the end of Key Stages 1, 2, 3 and 4. The report also provided information taken from the OFSTED inspections carried out in schools in Hampshire.
RESOLVED:
(i) That the report be noted.
(ii) That a copy of the report together with a letter of appreciation from the Panel be distributed to the Headteachers and Chairmen of Governors of all Hampshire primary and secondary schools.
27. SUPPORTING DEPARTMENT DEVELOPMENT IN SECONDARY SCHOOLS: EVALUATION OF WORK UNDERTAKEN IN 1999/2000
The Panel considered a report of the County Education Officer (Item 3 in the Minute Book) describing the outcomes of support for departments in secondary schools carried out by subject inspectors/advisors, as part of the Education Development Plan.
RESOLVED:
(i) That the report be noted.
(ii) That the work being undertaken be supported by Members of the Panel.
(iii) That further reports be received.
28. NATIONAL KEY STAGE 3 STRATEGY: EVALUATION OF MANAGEMENT OF IMPLEMENTATION IN HAMPSHIRE LOCAL EDUCATION AUTHORITY
The Panel considered a report of the County Education Officer (Item 4 in the Minute Book) evaluating the structures and processes put in place initially by schools in 2001/02 to manage the implementation of the Key Stage 3 Strategy.
RESOLVED:
(i) That the report be noted.
(ii) That schools be commended for the conscientious way in which they started to implement the Key Stage 3 Strategy, given the problematic staffing situation.
29. MONITORING SUPPORTING AND CHALLENGING GOVERNANCE
The Panel considered a report of the County Education Officer (Item 5 in the Minute Book) detailing the systems and processes in place to monitor, support and where necessary, challenge the governance of Hampshire County Council's maintained schools.
RESOLVED:
(i) That the report be discussed with the County Governor Forum and their advice sought in respect of wider dissemination.
(ii) That the report be supported by Members of the Panel.
30. EXCLUSION OF THE PRESS AND PUBLIC
RESOLVED:
That, by virtue of paragraphs 1, 7, 11 and 13 of Part I of Schedule 12A of the Local Government Act 1972, the press and public were excluded from the meeting during consideration of the following items.
31. VIGO JUNIOR SCHOOL, ANDOVER (CONFIDENTIAL)
The Panel considered a confidential report of the County Education Officer (Item 7 in the Minute Book) providing an update on developments at this school.
RESOLVED:
(i) That the report be noted.
(ii) That a further report be submitted to the Panel in October 2002.
32. BRIDGEMARY COMMUNITY SCHOOL, GOSPORT (CONFIDENTIAL)
The Panel considered a confidential report of the County Education Officer (Item 8 in the Minute Book) providing an update on developments at this school.
RESOLVED:
(i) That the headteacher and governors be reassured that the Local Education Authority will support the school in securing the necessary improvements.
(ii) That the Local Education Authority muster all the support it can to ensure that the serious weaknesses are overcome within a year.
(iii) That a progress report be submitted to the Panel in October 2002.
33. ANDOVER C E PRIMARY SCHOOL (CONFIDENTIAL)
The Panel considered a confidential report of the County Education Officer (Item 9 in the Minute Book) providing an update on developments at this school.
RESOLVED:
(i) That the report be noted.
(ii) That a further report be submitted to the Panel in October 2002.
34. ST PETER'S C E PRIMARY SCHOOL, RAGGED APPLESHAW (CONFIDENTIAL)
The Panel considered a confidential report of the County Education Officer (Item 10 in the Minute Book) providing an update on developments at this school.
RESOLVED:
(i) That the report be noted.
(ii) That Mr Nick Smith be thanked for his work as acting head of the school.
(iii) That a further report be submitted to the Panel in October 2002.
35. OAK FARM COMMUNITY SCHOOL, FARNBOROUGH (CONFIDENTIAL)
