1. Summary

1.1 This report considers the traffic management programme for 2002/03 to be undertaken by Fareham Borough Council.

2. Introduction

2.1 It has been the normal procedure for Fareham's Highways and Transportation Sub-Committee to approve an annual programme for traffic investigations and Traffic Regulation Orders in March. Whereas funding has been reduced from £14,000 to £12,000 for routine Traffic Regulation Orders in 2002/03, additional funding has been released by the County Council for specific schemes through the Hampshire Local Transport Plan (LTP) (Year 2), together with funding carried over from Year 1 and from developer contributions.

2.2 District Councils have been asked if assistance could be provided to deliver schemes from the LTP programme. These schemes have therefore been included in Fareham's programme at the expense of the normal programme of traffic investigations where funding is less certain.

3. Traffic Regulation Orders

3.1 Based on current resource levels approximately 12 Orders can be implemented each year, one normally being the next phase of the agreed programme for introducing 'No Parking on Grass Verges'. These sites are set out in Appendix 1.

4. Traffic Investigations

4.1 Schemes included on the 2001/02 list are still ongoing and Hampshire County Council has made additional funding available for new schemes. In view of the position regarding LTP funding and the ongoing nature of some existing schemes, the 2002/03 traffic investigation programme includes ongoing schemes from 2001/02 as set out in Appendix 2, together with other schemes where funding is available.

4.2 The successful bid for 'Home Zone' funding is likely to involve resources in developing a scheme. A programme has been developed and is included in the traffic investigations programme for 2002/03 so that resources can be allocated at the appropriate time.

Warsash Road, Warsash - safety measures

Scheme approved by the Highways and Transportation Sub-Committee and the County Council. The Sub-Committee requested funding from the County Council for 2001/02.

Detailed design and implementation of a safety scheme.

Completed.

Wickham Road/North Hill, Fareham - safety investigation including 'U-turning' north of motorway

Investigation into personal injury accidents - reprogrammed from 2000/01.

Safety investigation of the junction with a view to recommending improvements.

Some works carried out by County Council Safety Team. Additional measures to be integrated with item shown on Appendix 1.

Station Road/Newtown, Portchester - priority working under railway bridge.

The Highways and Transportation Sub-Committee instructed the initiation of a scheme. Funding source not yet identified.

Design to be undertaken for safety audit purposes (transferred from 2000/01 list).

Scheme now integrated with Hill Road traffic calming. See separate report.

North Hill/Kiln Road/Park Lane/Old Turnpike, Fareham - junction improvement

Ongoing project from 2000/01.

Detailed design and implementation of works associated with traffic signals installation.

Contract to commence later in the year (delay due to public utilities works).

Bells Lane, Stubbington - footway provision

Part developer funded and part County Council under £10,000 scheme.

Project management for new footway provision.

Completed.

Newgate Lane/Tukes Avenue, Fareham - cycleway

LTP bid scheme ref 58. Developer funding and LTP funding available. Design work has commenced at the request of the County Council. LTP Urban Centre project.

Project management of design and construction.

Land negotiations and design completed. Contract to commence April/May 2002.

Shore Road, Warsash - ROUA scheme

Highway works as part of environmental improvement scheme.

TRO to reverse one-way system.

Associated highway works.
