Introduction

1.1

The Code of Practice Relating to Contracts requires the Chief Fire Officer to submit an annual report to the Authority giving details of proposed contracts for goods and services where each contract value is likely to exceed £50,000.

1.2

The Authority may on presentation of this report vary or exclude the operation of any of the Authority's Standing Orders or the Code of Practice.

IT2000 Implementation

2.5.1

Phased introduction of IT2000 to enable HFRS to progress e-government initiatives and meet BVPI 157. HFRS has Service Level Agreements with HCC Treasurers, Chief Executive's and IT Services departments for the provision of services and support including Hantsnet, Profs, Website hosting and financial systems, including payroll. All the major systems applications are being replaced with "Enterprise" solutions (based on SAP) and HFRS has been using the new SAP payroll system since September 2001 via internet connection which provides limited functionality. In order to obtain full functionality and achieve efficiency savings arising out business process changes and decentralisation of data input it is necessary to upgrade the HFRS network to the same IT2000 platform that exists within HCC. A strategy has been drawn up to achieve this, by renegotiating the existing SLA with IT Services.

2.5.2

In essence, our existing provider (Hampshire County Council) is making fundamental changes to its own ICT infrastructure (through IT 2000) and in the software used for its major corporate applications (through SAP for finance, payroll, personnel etc). Unless the Authority is prepared to go out to tender for the replacement of its entire existing infrastructure and major applications, it makes sense to remain with HCC as the supplier because it has carried out considerable market testing in determining its own future IT strategy. For this reason it is considered reasonable in the circumstances, to approve the negotiation of a single tender for the changes in supply necessary to remain with HCC as a main provider.

2.6

Operational Leasing

Operational leasing contracts up to the value of £1.1m will be placed to finance the vehicle replacement programme.

2.7

Training Resources

Provision of projectors and stand-alone computers on all fire stations

HFRS Insurance 2003-2006 Long-term Agreement

Estimated cost £800k pa

Midway through the current contract period the Independent went into provisional liquidation and it was necessary to make interim arrangements. From April 2003, it will be necessary to re-tender the insurance package for a 3 year period in order to realise financial benefits that can be achieved with a long-term agreement.

2.9

Legal Services

The Authority will be going out to tender for legal advice relating to employment law.
