That the building design project appraisal for the scheme to form a new Community Primary School in the premises of Mayfield Junior School be approved.

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There are no landlord funded works being undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £ 1,334 per m2 excluding abnormals.
The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs
It is anticipated that the additional fuel cost for the new school will be in the order of £7,200 per annum (£3.10 per m2).
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
Following a review of surplus places in the area it was agreed that Mayfield Infant and Junior Schools be closed and a new Primary school be created providing 420 places.
3. DETAILS OF SITE
LOCATION
The new Primary school will be located on the site of the existing Mayfield Infant and Junior Schools, at Mayfield Road, Farnborough.
ADJOINING LAND AND BUILDINGS
The existing schools are located within a residential area on the western side of Farnborough. Mayfield Road forms the southern boundary to the site and Cherrywood Road forms the eastern boundary to the site.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 5.11 acres (2.07 hectares). The DfES guideline for a school of this size is 4.54 acres ( 1.84 hectares).
PLANNING POSITION
A detailed formal Planning Application for this scheme will be submitted to the County Planning Officer during July 2002.
SUITABILITY FOR PROJECT
The proposal to form a new Primary School will realise the need to reduce surplus places in north Farnborough, in line with a future projected drop in pupil numbers in the area.
At the same time the proposals will provide community and early years facilities in purpose designed accommodation within the new Primary School.
The proposals outlined is this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.
RESULTS OF TRIAL BORE HOLES
A site investigation has shown that the site is underlain by medium dense clayey sand to approximately 1.5m below ground level. This is considered to be a suitable founding strata with good bearing capacity.
It is proposed that the new building is founded on relatively small pad foundations and strip footings to around 1.5m below ground level.
ACCESS
Vehicular and pedestrian access to the site is from Mayfield Road to the south of the site. A second pedestrian entrance is located in Aldwick Close to the north of the site. It is proposed to reposition the Mayfield Road pedestrian entrance further west along Mayfield Road in order to accommodate new car parking facilities, increase site security and to reconfigure the pedestrian pathways in accordance with the new main entrance of the school.
A temporary vehicular entrance will be established from Aldwick Close for use by the contractor for the duration of the contract. The new entrance will lead directly to the contractor's compound, which will be established close to the northern boundary of the site, adjacent to the proposed area of new build.
COMMENTS ON SITE LAYOUT
Mayfield infant and Junior Schools currently share a site which is triangular in shape. The Infant School is located in the north east corner of the site with the Junior School to the south west.
Following the disposal of the Infant School building and site the new Community Primary School will be established in the existing Junior School building with new accommodation being constructed to the northern elevation of the main school building. The hard play areas for the school will be to the west of the building with a dedicated reception play area to the east. The playing field will extend eastwards from the school building.
The vehicular entrance will remain from Mayfield Road with existing and new car parking facilities positioned to the north and east of the vehicular entrance. A new pedestrian entrance will be constructed in Mayfield Road. The pedestrian entrance from Aldwick Close will remain and new pedestrian pathways will be established across the site to guide pedestrians from either site entrance to the new main reception.
MAINS SERVICES POSITION
Existing mains services will be extended as required to serve the proposed new accommodation.
As part of these proposals improvements will be made to the existing drainage systems on the site. This will include the upgrade and diversion of the surface water drainage system and redirection of the foul water system.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping associated with these works will comprise:
- repositioning of pedestrian entrance from Mayfied Road
- creation of pedestrian pathways across the site
- creation of dedicated play areas with appropriate fencing
- construction of external covered walkways between existing and new buildings
- hard paving to the front of the new main reception
- planting to the new main entrance
- perimeter paving to the new extension
- planting of trees and shrubs around the site
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a single storey extension to the north elevation of the existing building. The extension will provide:
- early years / pre school room with kitchenette, accessible shower, WCs and stores
- community group room with WCs and stores
- two reception classrooms with cloakroom, WCs and stores
- music room
- headteacher's office
- accessible WC
- main entrance with foyer
- reception office
- administration office
- Medical Inspection room
- plant room
The existing classrooms will be reorganised to accommodate infant aged pupils in ground floor classrooms with the junior aged pupils in the remaining ground and first floor classrooms.
Further internal alterations will be undertaken to the existing building and will comprise the conversion of:
- headteacher's and administration office to a library / resource area and staff room
- staff room to SEN classroom
PLACES PROVIDED
Cherrywood Primary School provides 420 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The infant school building and site will be sold and 100 % of the resultant capital receipt will be used to fund the creation of a new two form entry community primary school.
The proposed new community primary school will be provided in the existing Junior School building which will be extended and reorganised to accommodate the early years and community facilities.
TEMPORARY BUILDINGS
There are no temporary buildings on site and none will be required either during or upon completion of these proposals.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The extensions to the existing building have been designed and materials chosen to match or compliment the form and materials of the existing building.
The creation of dedicated pedestrian pathways and areas of soft landscaping will help define pedestrian routes around the site. The site already has a number of mature trees which will be retained and new small trees and shrubs will be planted to enhance the existing landscaping.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The extension will be of a single storey steel frame construction with areas of cladding and rendered masonry walls. The roof will be of a shallow mono-pitched design with a metal covering and windows will be metal framed and double glazed.
FACILITIES FOR THE DISABLED
The new extension will have level access and level access will be retained at the point which the extension adjoins the existing building.
An accessible WC and shower will be included in the new accommodation.
HEATING AND VENTILATION SYSTEMS
The new extension will have a dedicated plant room with a new boiler feeding a gas fired low-pressure hot water system feeding under floor heating to the classrooms and radiators in the service areas.
Ventilation to the teaching areas will be by natural means via opening windows. A new mechanical ventilation system will be installed to serve the kitchenette, shower room and WCs.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
As a result of the predicted future drop in pupil numbers in the north Farnborough area the County Education Officer has undertaken a review of Infant and Junior School places. These proposals not only address the need to reduce the high forecast number of surplus places in the area by September 2003 but also provide improved facilities for the early years / pre school and community.
CAR PARKING
The existing car park for 15 vehicles, located to the north-west of the vehicular entrance, will be upgraded and a new car park to the east of this entrance will be created.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will provide accommodation for the Infant aged pupils on the ground floor, with Junior aged pupils on both the ground and first floors. The remainder of the ground floor will accommodate specialist and ancillary accommodation.
Specifically designed accommodation for pre school / early years, community and reception aged pupils will be provided in the new extension.
